On the afternoon of June 29, General Secretary To Lam and a working delegation from the Central Committee and the Ho Chi Minh City Party Committee visited and surveyed the two-level local government model in Xuan Hoa ward and Tan Vinh Loc commune (Ho Chi Minh City).
Accompanying the delegation were leaders of central ministries, departments and branches. Leaders of Ho Chi Minh City included comrades: Nguyen Van Nen, Politburo member, Secretary of the Ho Chi Minh City Party Committee; Nguyen Thanh Nghi, Party Central Committee member, Standing Deputy Secretary of the Ho Chi Minh City Party Committee; Nguyen Phuoc Loc, Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City.
Ho Chi Minh City is ready to operate a two-level local government model.
At the Xuan Hoa Ward Public Administration Center and Tan Vinh Loc Commune, General Secretary To Lam and his delegation inspected the Public Administration Service Center. At the same time, they also inspected the arrangement of facilities, equipment, personnel, and the dissemination of documents guiding administrative procedures to local people to prepare for the operation of the new apparatus from July 1, 2025.
Talking to officials and civil servants, General Secretary To Lam kindly inquired about their health and hoped that the grassroots cadres would continue to improve their sense of responsibility to prepare for the effective and smooth operation of the new apparatus; promote the implementation of online public administrative procedures, which is convenient for both people and officials in handling administrative procedures.
Besides, it is also necessary to regularly enhance the training and application of science and technology to adapt to new operating situations, thereby guiding and supporting people to proficiently use public services on the network environment.
General Secretary To Lam emphasized that the biggest goal of the new apparatus is for the rapid and sustainable development of the country and the city and to better care for people's lives.
Speaking at the working session with the two wards and communes, the General Secretary emphasized his interest in the new Ho Chi Minh City - the largest city in the country and the leading city in Southeast Asia in terms of economic scale, area and population.
The General Secretary affirmed that Ho Chi Minh City is a very important growth pole of the country. Although it is not the largest in area, the city has the largest economic scale, population and economic contribution to the country.
The General Secretary commented that Ho Chi Minh City has seriously implemented the Central Government’s instructions on restructuring the apparatus. In a very short time, the city has “run and queue at the same time”, completing a huge amount of work.
Xuan Hoa Ward must become a model locality
Regarding Xuan Hoa ward, the General Secretary shared that Xuan Hoa ward is the first ward in the country and among 168 wards and communes of Ho Chi Minh City that the working delegation came to survey.
Through a field survey, the General Secretary expressed his joy because the staff of Xuan Hoa ward urgently implemented the policies of the Central Government and Ho Chi Minh City, ready to operate the 2-level local government model.
“Xuan Hoa Ward is a large ward, the political and economic center of the new Ho Chi Minh City,” the General Secretary emphasized. Therefore, in the coming time, Xuan Hoa Ward will focus on doing a good job in Party building, focusing on successfully organizing the first Xuan Hoa Ward Party Congress. In particular, the resolution of the ward Party Congress is very important in orienting development.
General Secretary To Lam noted that the development orientation of Xuan Hoa ward must become a model area of modern, effective and efficient urban government. At the same time, it is necessary to strongly develop high-quality economic, service and commercial sectors, and continue to invest in synchronous and sustainable urban infrastructure.
Emphasizing the creative government serving the people, the General Secretary stated that building a streamlined, strong, efficient, effective, and efficient government apparatus is necessary, shifting from passive management awareness to smart governance serving the people.
“The government is for the people, serves the people, creates development and has the capacity to effectively implement the Party's policies into real life, for the common development of the country and Ho Chi Minh City,” the General Secretary emphasized.
The General Secretary also emphasized that Xuan Hoa ward focuses on ensuring social order and safety, building a civilized society, and the urban appearance must be "neat". At the same time, it is necessary to promote administrative reform and enhance digital transformation, because digital transformation is very important to build a government close to the people.
Tan Vinh Loc Commune is a very important development satellite.
Regarding Tan Vinh Loc commune, the General Secretary and the delegation of the Central Committee and the Ho Chi Minh City Party Committee visited and surveyed the actual two-level local government model in the commune, showing special attention to a large area with a large population of about 163,000 people, of which only about 100,000 are permanent residents, the rest are people from other provinces who come to work and live. "Tan Vinh Loc commune has very unique characteristics and has a lot of room for development," the General Secretary assessed.
Analyzing Tan Vinh Loc commune as a very important development satellite of Ho Chi Minh City, the General Secretary clearly stated that the commune must have a plan and determination to quickly urbanize to meet new development requirements.
Emphasizing the role of planning in the development of Tan Vinh Loc commune, the General Secretary noted that planning work must be done well. Paying attention to the negative aspects in the urbanization process, the commune focuses on doing well the state management of urban areas, environment, ensuring social order and safety, and law enforcement... which is extremely important for Tan Vinh Loc commune.
Referring to the implementation of Resolution 68 of the Politburo on private economic development, the General Secretary stated that Tan Vinh Loc commune accompanies, creates conditions, and encourages businesses in the commune to develop in the right direction and planning.
Emphasizing the work of cadres and building a team of cadres with a desire to contribute to the development of the locality, the General Secretary expressed his belief that the development of Tan Vinh Loc commune will, together with the surrounding communes, create a solid position, contributing to the development of Ho Chi Minh City in the future.
With the conditions and development potential of Tan Vinh Loc commune, the General Secretary expressed his confidence that the commune will develop to become an advanced model, a model for other localities.
Regarding Party building, the General Secretary emphasized that this is a very important task, a top priority. Along with that, we need to strengthen the government to serve the people and effectively implement development orientations.
