Reporting at the meeting, a representative of the Ministry of Construction said that the Ministry of Construction has established a specialized working group since April 2025 to monitor and supervise the Long Thanh International Airport project under the direction of the Prime Minister and Deputy Prime Minister to update progress, conduct thematic inspections, assess "bottlenecks", conflicts, and risks of delay...
Up to now, Component Project 1 (headquarters of state management agencies) has the works of Southern Airport Authority, Customs, Immigration Department, Dong Nai Provincial Police meeting the required progress. The remaining 2 works of animal quarantine and plant quarantine will start construction in May 2025. Component Project 2 (works serving flight management), including air traffic control tower, auxiliary items, serving flight management, equipment... is basically on schedule, expected to be completed in December 2025.
Component project 3 (essential works) has 14 new packages, 3 of which are completed, 9 are under construction, and 2 are selecting contractors. Some key packages, such as package 4.6 (runways, taxiways, aprons), have basically completed runway 1, and runway 3 started construction on May 30, with the target completion date in December 2025. Package 5.10 (passenger terminal) has a construction output of 32.4% of the contract value.
At the meeting, leaders of the Ministry of Finance , Dong Nai province, ACV, representatives of contractors, supervision consultants, and design consultants reported and clarified the limitations, difficulties, and inadequacies affecting the progress of the bid packages as well as the entire project and proposed solutions to overcome them.
Concluding the meeting, the Deputy Prime Minister stated that the early completion of the Long Thanh International Airport project would help increase investment efficiency, contributing to regional and national development, but quality and safety must be given top priority - if done hastily and mistakes are made, it will cause great damage. Each stage must be closely inspected and supervised by the authorities, especially the Ministry of Construction and the Project Management Board. Any problem or mistake, no matter how small, must clearly define the responsibilities of each party from the beginning, with a clear address of responsibility.
Each unit and contractor must clearly report progress, difficulties and identify specific responsibilities in each bid package; clearly state the situation of some completed works that must be dismantled due to unscientific construction organization and lack of construction materials.
“We must do it quickly but must ensure quality, safety, and 5-star standards. Contractors and design units must coordinate closely and have a written commitment on design-construction synchronization,” said the Deputy Prime Minister.
At the meeting, the Deputy Prime Minister requested the Ministry of Construction to thoroughly handle the bidding task of selecting investors for the aircraft maintenance area (hangar) and cargo terminal to ensure synchronization with the progress of the entire airport project.
Vietnam Air Traffic Management Corporation, ACV and relevant parties urgently resolve technical conflicts, speed up the progress of package 4.7 (aircraft parking and passenger terminal) and especially package 4.8 (internal port traffic and technical infrastructure), to avoid the situation where the equipment arrives but there is no electricity to operate.
The Deputy Prime Minister stated that if the airport is put into operation soon, the country will benefit economically and in terms of connectivity. If it is delayed, the responsibility will lie with those who do not act according to their commitments. At the same time, he requested ministries, branches, contractors, and localities to continue to coordinate and maintain the highest sense of responsibility to complete the Long Thanh International Airport project on schedule, ensuring quality and absolute safety when put into operation.
