In late August, when the atmosphere of the new school year was bustling throughout the schools, Ms. Nguyen Thi Doan, a freelance worker in Van Mon commune, was still busy managing the tuition fees for her four children. Two children were in university; two children were in middle school. For her, the biggest worry each year was not only tuition and books but also health insurance for her children. “A few million VND a year, although it seems small, is a burden for a family like ours. Now hearing that the State has increased the support level from 30% to 50%, it really lightens the burden,” Ms. Doan said.

That joy also came to the family of Mr. Nguyen Cao Son, a farmer in Son Dong commune with a two-year-old child (who has been granted a free health insurance card), one child in 8th grade and one child in 5th grade, now receiving 50% health insurance support, reducing the family's burden. Mr. Son shared: "With half of the health insurance support for our two children, my wife and I feel more secure when entering the new school year."
According to Decree No. 188/2025/ND-CP of the Government detailing and guiding the implementation of a number of articles of the Law on Health Insurance, from July 1, 2025, the state budget will support at least 50% of the health insurance premium for students. This is the highest level of support ever for this group of subjects, replacing the old regulation of 30% support.
Mr. Nguyen Cong Phuong, Head of the Department of Propaganda and Support for Participants, Bac Ninh Provincial Social Insurance emphasized: “This policy not only reduces the financial burden on parents but also affirms the attention of the Party and State to the work of caring for and protecting the health of the young generation. The important goal is to maintain 100% of students participating in health insurance, moving towards universal health insurance coverage”.
According to the current basic salary of VND2,340,000/month, the health insurance contribution rate for students is 4.5%, equivalent to VND105,300/month. With a 50% support from the budget, each student only has to pay VND52,650/month, equivalent to VND631,800/year if paid in 12-month installments. Compared to the increasing cost of education, this is a practical support, helping many families reduce pressure at the beginning of the school year.
Spreading the humanistic meaning of policy
Not only does it have economic value, health insurance is also considered a “safety net” for students in case of illness or accident. By participating in health insurance, students receive primary health care right at school and medical examination and treatment at medical facilities nationwide according to prescribed benefits.

Notably, 12th graders will still receive health insurance support from the State until September 30 of their final school year, helping to ensure continuous benefits and avoid interruptions when transferring levels. For first-year students, the health insurance card will be valid from the day of admission, unless they still have a valid card issued in 12th grade. For final-year students, benefits will be maintained until the end of the month the course ends, creating continuity in the participation and enjoyment process.
Mr. Nguyen Van Tuan, Deputy Head of Admissions and Student Affairs Department, Bac Ninh Industrial Technical College said: “The school considers the dissemination of health insurance benefits as a responsibility that goes hand in hand with education. We will closely coordinate with the provincial Social Insurance to ensure 100% of students participate, because this is a great preferential policy of the State for them.”
At the propaganda session of the provincial Social Insurance in August at this school, more than 700 new intermediate students were provided with information about benefits, participation procedures, how to use the VssID application to look up the health insurance payment process and replace paper cards when examining and treating patients. Many students expressed interest, asking questions about choosing a place to register for initial examination, the level of benefits when treating inpatients and outpatients. That exciting atmosphere shows that health insurance is no longer a strange concept, but has gradually become a sense of self-protection for health among young people.
Student health insurance is an important step in the strategy of universal health insurance. This group of subjects is large, easy to access, easy to propagate and has the ability to form awareness of participating in health insurance early. In order for the new policy to be put into practice, the Provincial Social Insurance has issued a document guiding all grassroots units, requiring the synchronous implementation of many forms of propaganda. Accordingly, in addition to direct consultation sessions at schools, propaganda booths on the occasion of the opening ceremony or parent meetings, the insurance industry also takes advantage of digital platforms through livestreams, short clips, infographics, fanpages, Zalo OA. Online contests to learn about student health insurance policies have also been launched to increase interaction and attract a large number of students to participate.
Many organizations and individuals have also been mobilized to give health insurance cards to students in difficult circumstances, contributing to spreading the spirit of humanity. “Giving health insurance cards is not only material support, but also a way to share, helping students feel secure in their studies,” emphasized Mr. Nguyen Cong Phuong.
