In this dispatch, the Director of the Department of Agriculture and Environment requested relevant departments, branches, and Chairmen of People's Committees of communes and wards with forests to thoroughly grasp and effectively implement the directives of the Central Government and the province related to forest protection and forest fire prevention and fighting (FFF).
In particular, the focus is on fully implementing the regulations on forest fire prevention and control according to the provisions of the law on forestry, documents on decentralization, decentralization, and division of authority according to the two-level local government and related legal documents. Strengthening the propaganda, dissemination, and legal education to raise awareness and responsibility of people and forest owners in forest protection and forest fire prevention and control, especially in key areas with high risk of deforestation and forest fires. Inspecting, urging and guiding people's use of fire in and near forests, especially slash-and-burn farming; controlling activities of treating vegetation by using fire and other fire-using behaviors that have the risk of causing forest fires.
Commune-level People's Committees shall review, consolidate and develop fire prevention and control plans for the forest areas under their management. Strengthen fire prevention and control safety inspections; organize 24/7 on-call duty when the forest fire risk warning level is level III or higher. Strengthen patrolling and vigilance, promptly detect forest fires early, and strictly control people entering and leaving the forest.
When a forest fire occurs in the area, the Chairman of the Commune People's Committee shall promptly mobilize forces, means and equipment to fight the forest fire, minimize the damage caused by the forest fire; promptly remedy the damage and restore the forest area. At the same time, direct the competent authorities to investigate and determine the cause and the perpetrator of the forest fire to strictly handle it according to the provisions of law.
Relevant departments and branches shall review forces, vehicles, equipment... and send them to the Department of Agriculture and Environment before September 20, 2025 to synthesize, develop and complete the province's forest protection and fire prevention plan for the period 2026-2030.
The Forest Protection Department and State forest owners continue to thoroughly grasp and seriously and resolutely implement the contents under the direction of the Ministry of Agriculture and Environment , the Provincial People's Committee and the Director of the Department of Agriculture and Environment.
The Department of Agriculture and Environment also requested the Forest Protection Department of Region 2 to pay attention and be ready to support Thanh Hoa province when a forest fire occurs.
