First trading sessions after the merger
The first transaction session after the merger of the Bac Ha Social Policy Bank Transaction Office took place on July 7, at the Cultural House of Ban Pho 2 village (Bac Ha commune) with the participation of representatives of 4 associations and organizations receiving the trust, including women, youth union, farmers, and veterans. At the transaction session, the Bac Ha Social Policy Bank Transaction Office fully performed the transactions of disbursement, debt collection, and interest collection according to regulations. Currently, the total outstanding debt at Ban Pho point reached 20.9 billion VND, the overdue debt rate was 0%, and the quality of credit activities maintained at 99 points.

As a newly established unit, Cam Duong Social Policy Bank Transaction Office maintains transaction points in 18 old communes and wards to ensure convenience for people to access loans from the Social Policy Bank.
Immediately after the merger, from July 1st to now, the Transaction Office has implemented 9 transaction sessions, serving 3,200 households to pay principal and interest.
Ms. Nguyen Thi Thu, Deputy Director of the Lao Cai Provincial Bank for Social Policies, Director of the Cam Duong Transaction Office of the Bank for Social Policies, said: Outstanding loans at the transaction office currently reach 426 billion VND. In July 2025, the unit organized 9 transaction sessions in the management area, many of which were held in the village to facilitate people's borrowing and interest payments.

Implementing the policy of merging administrative units, Luc Yen commune was newly established on the basis of merging from Minh Xuan, Yen Thang, Lieu Do communes and Yen The town. Although there is a change in administrative boundaries, the transaction activities of the Social Policy Bank are not interrupted. The transaction schedule of the Social Policy Bank is maintained on the 17th, 18th, 19th, and 22nd of each month at transaction points and is widely announced to households.
Associations and unions have actively implemented the work of supporting loans and collecting interest with the Social Policy Bank. Ms. Dam Thi Kim Nhung, President of the Women's Union of Luc Yen commune, said: The outstanding debt managed by the Women's Union through 18 savings and loan groups is more than 30 billion VND. The Women's Union of the commune coordinates in managing and supervising loans to ensure proper purposes and high efficiency.
A solid foundation contributes to sustainable poverty reduction
After the consolidation and merger of administrative boundaries at ward/commune level, without organizing district-level government, the transaction points of the Social Policy Bank in communes/wards in the new Lao Cai province are still maintained to operate stably at the old location thanks to the attention and facilitation of local authorities.
With the motto of “understanding the people, serving wholeheartedly”, the transaction offices have organized transaction sessions to serve on-site, closely following the grassroots, ensuring that policy credit capital is disbursed promptly and without interruption. This is a key factor contributing to stabilizing people’s lives, promoting socio -economic development in the locality, especially in remote, disadvantaged areas, and ethnic minority areas.

After the merger, the locality continues to facilitate policy credit activities at the old transaction points, ensuring safe working conditions for people and assets; associations and unions receiving entrustment closely follow the locality, coordinate with savings and loan groups to ensure that 100% of policy beneficiaries have access to capital when they need to borrow.
The Lao Cai branch of the Bank for Social Policies has also stabilized its organization, arranged a reasonable human resource structure, and ensured continuous operations; maintained stable periodic transaction sessions at the old commune transaction point; and increased "processing documents at home, disbursing at the commune" to help people access policy capital most conveniently.

In order to ensure that the policy credit capital is not interrupted, in recent days, the Lao Cai branch of the Bank for Social Policies and its affiliated transaction offices have actively coordinated with the People's Committees of wards/communes to create favorable conditions for people in confirming loan applications and authorization procedures to ensure that there are no problems with administrative procedures. Thereby, contributing practically to ensuring social security, stabilizing life and developing the local economy.
After the merger, the Bank for Social Policies, Lao Cai branch, maintained 319 stable transaction points in communes and wards, ensuring safety and efficiency, promptly meeting the loan needs of poor households and policy beneficiaries. By the end of June 2025, outstanding loans at the Bank for Social Policies, Lao Cai branch reached over VND 11,200 billion, with over 160,000 customers.
In the first 6 months of 2025, over 30,000 new customers have had access to policy loans, of which nearly 10,000 poor, near-poor, and newly escaped-poverty households have received loans to develop production and business; nearly 7,700 workers have received loans to create jobs; 468 students in difficult circumstances have received loans to study; over 8,200 households have received loans to renovate clean water and environmental sanitation works...
Mr. Tran Quang Son, Acting Director of the Bank for Social Policies, Lao Cai Province Branch, said: Deploying credit activities at the grassroots level after the administrative unit arrangement, in the coming time, the bank will closely follow the arrangement plans and projects to assign and arrange leaders as well as credit officers to monitor the area.
Along with that, proactively advise the People's Committee at the commune level to direct the heads of villages, hamlets, and residential groups to strengthen management of policy credit activities in the area; prepare all conditions, facilities, and equipment for stable and smooth operation of transaction points; organize training for 100% of the chairmen of the People's Committee at the commune level and the officials of the associations and unions acting as trustees...

As a policy bridge between the Party, the State and the people, the Bank for Social Policies, Lao Cai branch, continues to affirm its core role in sustainable poverty reduction, ensuring social security and developing the local economy.
