Established in 2004, the Administrative - Management Department currently has 6 officers, civil servants, and employees in charge of the following areas: administration - management, personnel organization, finance - accounting, documents - archives, logistics services... The Department has advised the Editorial Board to issue many documents in leadership, direction, and operation; fully and promptly implement policies and regimes for civil servants, laborers, and collaborators; manage and use finance and assets well, without any violations. The organization of personnel is strict and in accordance with regulations; the work of documents, archives, newspaper distribution, serving and transporting leaders, preparing conferences, and receiving guests are all well implemented, maintaining office order, clearly demonstrating the spirit of dedicated service.
Comrade Duong Thi Ha Son, Head of the Administrative - Management Department shared: “We clearly identify that the department is a department that always ensures that the agency's operations operate accurately and in accordance with procedures. Every task, no matter how small, must put service standards first. The department always takes discipline, responsibility, and work efficiency as working principles.”
Emulation movements have been effectively implemented, contributing to raising the sense of responsibility, discipline, and public ethics in each cadre, civil servant, and employee. Self-criticism and criticism work has been maintained seriously, creating high consensus and unity in performing tasks. With the spirit of solidarity, members of the department proactively hold concurrent positions, coordinate smoothly, and excellently complete regular and ad hoc tasks. For many consecutive years, the Administrative - Administrative Department has achieved the title of "Excellent Labor Collective", and has been awarded a Certificate of Merit by the Prime Minister and the Provincial People's Committee.

Innovation, creativity
Not only stopping at performing well the assigned tasks, the Administrative - Administrative Department also innovates management methods, improves work efficiency through technology application, administrative procedure reform and promotes experience initiatives. In 2024, the Department implemented 2 experience initiatives: "Current situation and some solutions to enhance financial management capacity" and "Improving the effectiveness of implementing professional ethics and public ethics at Lai Chau Newspaper". These two initiatives have been applied in the agency, bringing practical effects, spreading the spirit of discipline, thrift, publicity and transparency.
In the context of digital transformation, the Administrative - Administrative Department proactively applies technology to many areas of work, bringing practical results. The work of archiving documents transferred to an electronic environment helps to update and process incoming and outgoing documents quickly, accurately, ensuring confidentiality and convenience in searching. Advise the Editorial Board on financial management, assets to ensure strict compliance with regulations and standards. In 2024, the department coordinated with specialized departments to successfully organize the event to celebrate the 60th anniversary of Lai Chau Newspaper and publish the first issue; coordinate with the offices of district and city Party Committees to organize the signing of coordination in propaganda work with district and city Party Committees in the province; sign coordination in propaganda with Dien Bien Phu Newspaper; serve provincial-level supervision and inspection delegations thoughtfully and professionally, clearly demonstrating coordination and service capacity.
Not only limited to the scope of daily administrative and professional work, the Administrative - Administrative Department also advises on many important projects of the agency, demonstrating its management capacity and long-term vision. In the Project to upgrade Lai Chau Electronic Newspaper Phase III, the department has proactively coordinated from the stage of reviewing financial resources, personnel structure, technical infrastructure to developing plans to ensure the maintenance of regular operations of the agency during the transition period. With the Project to streamline staff and build job positions, the department is not only responsible for compiling records, reviewing actual staff, but also coordinating to evaluate the functions and tasks of each position, as a basis for rearranging the staff in a streamlined and effective direction, promoting the strengths and abilities of each individual.
Comrade Nguyen Viet Manh - Editor-in-Chief of Lai Chau Newspaper emphasized: “The Administrative - Management Department is an indispensable part of all activities of the agency. Comrades are always proactive, have a firm grasp of their profession, work responsibly and are highly organized.
