PREPARE EARLY, FROM A DISTANCE
Arrangement of commune-level administrative units, Song Cong city from 10 communes and wards were reorganized into three wards, including Song Cong, Ba Xuyen and Bach Quang. Song Cong ward was established on the basis of merging three wards, including Thang Loi, Pho Co and Cai Dan with a total area of 13.98 km2, population of more than 21,000 people; synchronous infrastructure, with common strengths in developing trade, services and tourism . Taking the headquarters of Song Cong City Party Committee as the headquarters of the Party Committee, People's Council, People's Committee of Song Cong ward; taking the headquarters of Thang Loi ward (old) as the headquarters of the Fatherland Front Bloc, the Center for public administration services, and citizen reception; using the headquarters of Pho Co ward (old) as the headquarters of the ward police and public service units. These facilities were renovated and repaired appropriately and on June 16, the apparatus of Song Cong ward was put into trial operation according to the two-level local government model.
On the trial day, the agencies of Song Cong ward operated synchronously, the Party Committee approved the working regulations, action programs, prepared for the Party Congress, prepared for the first session of the People's Council; the People's Committee held a meeting to assign tasks to the departments, the Public Administration Service Center was equipped with synchronous equipment, the staff was trained and instructed according to the "hand-holding" method, registered for digital signature software, electronic signature accounts, so it operated smoothly and interconnectedly. Assigned to work at the Public Administration Service Center of the ward, comrade Ngo Duc Lam, the officer in charge of planning, construction, urban, and traffic infrastructure of Song Cong ward shared: "We have been trained and instructed very specifically and in detail about expertise and profession, I myself have proactively studied and mastered the regulations and procedures, so I have served and resolved the work of the people and businesses enthusiastically, quickly, and effectively since the trial operation day".
Thai Nguyen province has determined that the reorganization of 172 commune-level administrative units into 55 new communes and wards not only saves costs, streamlines the apparatus, and reduces levels, but also ensures rationality, aims at long-term stability, and promotes the potential and advantages of each locality and the whole province. For example, the establishment of Phan Dinh Phung ward on the basis of merging seven central wards of Thai Nguyen city with a population of nearly 111,500 people and an area of 14.73 km2 to focus on developing high-rise commercial and service centers, luxury hotels, shopping areas, walking streets, etc. Acting Chairman of the People's Committee of Thai Nguyen city Pham Duc Giang said: "Up to now, the organizational structure, staff, and facilities of Phan Dinh Phung ward and seven other communes and wards in the city have been basically completed and are ready to officially operate from the first day of implementing the two-level local government model."
After selecting Song Cong ward as the provincial pilot unit to test the operation of the new commune-level administrative unit according to the two-level local government model, especially the Public Administration Service Center. After that, Thai Nguyen province will evaluate and draw comprehensive experiences to prepare in the most thorough and thoughtful way so that when the district-level operation ends, the two-level local government model in the province will operate synchronously, smoothly, effectively and efficiently from July 1. Director of Thai Nguyen Department of Home Affairs Nguyen Quoc Huu said: "Thanks to doing a good job of decentralization and delegation of power; preparing projects to arrange the organization, apparatus, staff work, and facilities early and remotely; resolving policies for officials who retire early and retire from the regime; doing a good job of propaganda, the new apparatus can immediately operate smoothly, maintaining stability and solidarity".
RESTRUCTURING AND IMPROVING STAFF QUALITY
Thai Nguyen province's reorganization of the commune level has overcome the situation of dividing the commune-level administrative units with many shortcomings, causing dispersion of resources; limited development space but still having to arrange the organization, staff, civil servants, public employees, state budget for the operation of the apparatus; building headquarters, purchasing equipment with huge costs. The merger and reorganization into 55 communes and wards this time makes each commune and ward large enough, reasonable, ensuring the organization and effective implementation of policies; overcoming the situation of dispersion of resources, implementing projects to develop infrastructure,education , health and other fields more effectively, contributing to the sustainable development of the locality, so it is supported by more than 99% of voters representing households.
According to Director of Thai Nguyen Department of Home Affairs Nguyen Quoc Huu, based on the provisions of the law and newly issued regulations, in recent days, the province has established the functions, tasks, powers, organizational structure, and staffing of local governments at the commune level; clarified the working relationship between the provincial and commune levels; and the vertical working relationship between specialized departments and commune levels to ensure smooth, synchronous, and interconnected operations. At the same time, the province determined that the reorganization of communes and wards associated with the restructuring of the contingent of cadres with sufficient capacity and qualities, especially at the commune level, is the key and decisive step for the two-level local government model to operate smoothly and effectively, promote socio-economic development, and better serve the people and businesses.
To prepare for the new communes to come into operation, the province mobilized, appointed, and designated the standing committees of the district-level Party Committees, district-level Party Committee members with outstanding capacity and qualities, some of whom were deputy directors of departments and branches, to be key officials of the communes and wards, and sent all district-level officials to do professional work at the commune level, while implementing the retirement and resignation regime for officials. Hop Tien commune has 21 positions, on this occasion, 14 comrades retired and resigned from July 1 to facilitate the arrangement of the apparatus in conjunction with restructuring and improving the quality of officials when Hop Tien commune merged with Trai Cau town. Implementing the arrangement and organization of the two-level local government, restructuring the staff, Thai Nguyen province has 1,422 officials, civil servants, and public employees registered to retire from work and nearly 1,400 part-time workers retired.
With the urgent preparation and completion of the organization of the two-level local government apparatus according to the requirements, ensuring quality and progress; the arrangement and layout of headquarters, facilities and equipment for the new apparatus have been basically synchronized; the organization and operation of the pilot commune-level apparatus, with special attention paid to the operation of the public administrative service center to gain experience throughout the province; the establishment of a hotline to receive, guide and promptly handle problems, the two-level local government system of Thai Nguyen province is ready to operate, operate immediately and connect from July 1.
