Reviewing the North-South high-speed railway: Construction 'as short as possible'

TPO – The Ministry of Transport has just issued a document explaining the acceptance of the opinions of the State Appraisal Council on the Pre-Feasibility Study Report of the high-speed railway project on the North-South axis, in which the Ministry of Transport has adjusted the locations of some stations.

Build “as short as possible”

The Ministry of Transport (MOT) said it has reached an agreement with 20/20 provinces and cities to build the "shortest possible" high-speed railway route. The result after reviewing is that the total length of the route has been reduced from 1,545 km to 1,541 km.

The area for developing the public transport system as the basis for planning urban development (TOD) is expected at the following stations: Ngoc Hoi, Phu Ly, Nam Dinh, Ninh Binh, Thanh Hoa, Vinh, Ha Tinh, Vung Ang, Dong Hoi, Dong Ha, Hue, Da Nang , Tam Ky, Quang Ngai, Dieu Tri, Tuy Hoa, Dien Khanh, Thap Cham, Phan Ri, Muong Man, Long Thanh.

For passenger stations, the high-speed railway line will arrange 23 passenger stations according to the following principles: suitable to current conditions and local development planning; located in the economic and political centers of localities or areas near urban centers, planned areas with new development potential...

The Ministry of Transport said it has accepted the proposal of Binh Thuan province and will move Muong Man station to a new location about 4 km north of the old location (Phan Thiet station).

The Ministry of Transport will accept the opinions of the State Appraisal Council in the feasibility study report preparation step and consider potential station locations when localities form and develop urban areas with large enough population and transportation demand, the distance between stations ensures technical requirements for exploitation, and the locality will be assigned to preside over calling for investment in station areas under the public-private partnership method.

Regarding cargo stations, the Ministry of Transport has directed consultants to review and propose the construction of 5 cargo stations at major cargo hubs connecting with Hanoi, Ho Chi Minh City, major seaports, coastal economic zones and connecting the railway system to serve international intermodal transport, facilitating logistics work for national defense and security, meeting the goals and requirements of combining economy with national defense and security, and being able to transport goods when necessary.

Regarding the location of the cargo station in Hanoi area, accepting the proposal of Hanoi People's Committee, the Ministry of Transport said it will move the cargo station in Ngoc Hoi area to Thuong Tin.

The Ministry of Transport directed investors and consultants to continue to coordinate with localities to review and adjust route directions and station locations (if any), especially locations with advantages connecting to major traffic hubs and economic zones, including the section through Nam Dinh province.

Initial running speed can reach 320km/h

Regarding the scale of the stations, according to the Ministry of Transport, each passenger station location is planned to have a development space of 250 - 300 hectares (except Thu Thiem station), including 3 functional areas, of which the area directly serving passenger pick-up and drop-off, and the parking lot has an area of ​​6 - 8 hectares, similar to the scale of railway stations in China, Indonesia, Korea, Japan, etc. The service and commercial area has an area of ​​10 - 15 hectares; the urban service area has an area of ​​250 - 300 hectares.

As for Ngoc Hoi station, which is a railway hub in Hanoi, integrated with urban and national railways, it is planned to be about 250 hectares; Thu Thiem station, integrated with urban railways, is expected to be about 17 hectares.

Regarding train speed, the Ministry of Transport said that, according to the experience of countries around the world, new routes will operate at about 90% of the design speed. Therefore, it is expected that in the first phase, the maximum operating speed of passenger trains will be 320km/h, and freight trains will be 120km/h.

During the exploitation process, the increase in maximum exploitation speed will be summarized, evaluated and tested. Currently, the Ministry of Science and Technology has also issued a number of high-speed railway standards drafted according to European standards and continues the roadmap to convert this standard system.

Previously, at the meeting of the State Appraisal Council to appraise the pre-feasibility study report of the North-South high-speed railway project held on October 15, Minister of Planning and Investment Nguyen Chi Dung said that the Government will submit the investment policy to the National Assembly for approval at the 8th session at the end of October. Therefore, the appraisal of the project's pre-feasibility study report must be completed by October 19.
