Resolutely remove obstacles and promote progress of coastal transport projects

According to the report at the meeting, the project to renovate the coastal axis road DT.719B, Phan Thiet - Ke Ga section, has a length of 25.61 km, with a total investment of more than 1,274.3 billion VND. Up to now, the project has completed about 80% of the volume. Of which, the section from National Highway 1A to Suoi Nhum Bridge (17.8 km) has been completed and put into operation. However, there are still 3.88 km of the route passing through the titanium mine of Tan Quang Cuong Company Limited that has not yet been handed over.

The Provincial People's Committee has directed relevant departments, branches and units to urgently complete site handover procedures, ensuring conditions for contractors to continue construction on schedule.

For the DT.719B road project, Hon Lan - Tan Hai section, the project has a total length of 8.7 km of main route and 1.7 km of branch route, with a total investment of more than 663 billion VND from the central and provincial budgets. Up to now, the project has cleared more than 90% of the land. (9.3/10.3 km), of which Tan Thanh commune reached 90%, Tan Hai commune reached 90.7%. Construction progress has only reached about 32% of the contract volume . Regarding capital, the plan for 2025 is more than 185 billion VND, but currently only more than 16 billion VND has been disbursed, reaching 8.7%. The biggest difficulty of the project is the lack of sand for roadbed construction. The Provincial People's Committee has directed relevant units to urgently remove it to speed up progress.

Van Thanh Bridge Project (Phan Thiet City) has a total investment of more than 225.2 billion VND from the central budget in the medium-term public investment plan for the period 2021 - 2025, implementation period of 4 years, started on December 30, 2022 and was extended by the Provincial People's Committee to December 30, 2025. Up to now, the project has completed about 54% of contract volume . The capital plan for 2025 is more than 103.6 billion VND, but only more than 10.6 billion VND has been disbursed, reaching a rate of 10.28%. Site clearance work still faces many difficulties, causing progress to be slower than the direction of the Provincial People's Committee.

Concluding the meeting, the Vice Chairman of Lam Dong Provincial People's Committee emphasized: The implementation of key traffic projects in the area managed by the Traffic Project Management Board still faces many difficulties, stemming from both objective and subjective causes. The Vice Chairman of the Provincial People's Committee requested the Traffic Project Management Board to change its management method, focus on handling existing problems and urge contractors to overcome the slow progress. He noted that agencies and units attending the meeting must send the right people who have a firm grasp of the work.

The Vice Chairman of Lam Dong Provincial People's Committee acknowledged that, in the past, after the merger of the province, the project implementation was also affected by the slow issuance and appointment of relevant personnel by the Provincial People's Committee at the Project Management Boards and the Land Fund Development Center, which affected the overall progress.

Regarding the upcoming tasks, the Vice Chairman of the Provincial People's Committee gave specific instructions for each project. For the coastal road project DT.719B, Phan Thiet - Ke Ga section, Tan Quang Cuong Trading Company Limited must urgently complete the documents related to the mine closure in areas 1 and 4, submit them to the Ministry of Agriculture and Rural Development before September 10, 2025 for site handover. For areas 2 and 3, the units must focus on construction, ensuring completion on schedule. Tan Thanh Commune People's Committee coordinates with Lam Dong Provincial Land Fund Development Center to promptly complete the remaining compensation documents, handing over the site in October 2025.

Regarding the DT.719B Road Project, Hon Lan - Tan Hai section: Continue to promote site clearance work, must disburse all capital allocated by the province. The provincial Department of Agriculture and Environment will promptly process mineral recovery dossiers in October 2025. Regarding the Van Thanh Bridge project, the Vice Chairman of the Provincial People's Committee noted that the Traffic Works Project Management Board should direct the contractor to coordinate with the authorities of communes and wards to receive the site handover and implement it as soon as possible. The project must be completed in October 2025.
