Regulations on functions, tasks and powers of national universities

Position and function of national university

Decree 201/2025/ND-CP stipulates that national universities are public higher education institutions managed by the Ministry of Education and Training , have legal status, have their own accounts and use seals with the national emblem.

National universities have the function of training at all levels of highereducation , scientific research and high-quality multidisciplinary and multi-field technology transfer; some training fields are leading in the country and highly ranked in the world.

National universities are under the state management of the Ministry of Education and Training, the Ministry of Science and Technology , other ministries, branches and People's Committees at all levels where the national universities are located according to the provisions of law.

Regarding the tasks and powers of national universities, one of the new points of Decree 201/2025/ND-CP is to grant more autonomy to national universities in the fields of training, scientific research, organizational structure, and finance.

The Prime Minister appoints and dismisses the chairman of the national university council, the director and deputy director of the national university.

Regarding the organization and personnel , the Decree clearly states: Manage the organization and personnel of national universities according to the provisions of law, the Regulations on organization and operation of national universities and member higher education institutions.

National universities carry out personnel procedures to report to the Ministry of Education and Training to submit to the Prime Minister for appointment and dismissal of the chairman of the national university council, director of the national university, and deputy director of the national university according to Party regulations and relevant laws (*).

National universities submit to the Ministry of Education and Training for recognition of the national university council according to Party regulations and relevant laws; decide and report to the Prime Minister and the Ministry of Education and Training on the addition and replacement of members of the national university council (except for members specified in (*)).

In addition, national universities issue regulations on working regimes for lecturers and researchers in accordance with the law applicable in national universities to attract and promote high-quality human resources domestically and internationally;

The Decree also empowers national universities to proactively decide to sign labor contracts with prestigious lecturers, scientists, and experts at home and abroad in accordance with the law to ensure the needs of teaching and scientific research; to decide to appoint officials of national universities to participate in the management and operation of enterprises affiliated with national universities in accordance with the law.

National University builds and implements training programs for gifted and talented people.

Regarding training activities , national universities have the task of developing and improving the quality of higher education to train highly qualified human resources, meeting the requirements of socio-economic development, ensuring national defense and security; promoting international cooperation and integration to develop Vietnamese higher education on par with the region and the world.

National universities develop training regulations for all levels of higher education and report to the Minister of Education and Training for promulgation in accordance with the provisions of the Law on Higher Education and relevant legal provisions.

The Decree also empowers national universities to proactively develop and implement practical, specialized, special, gifted, and talented training programs at all training levels to discover, train, and foster scientific and technological talents; deploy training programs that have been implemented domestically to foreign countries through international cooperation and association programs in accordance with the provisions of law.

Research and provide scientific arguments to contribute to the development of policies and plans for the country's socio-economic development.

Regarding scientific, technological and innovation activities , national universities have the task of researching and providing scientific arguments to contribute to the development of orientations, guidelines, policies, strategies and plans for the country's socio-economic development, ensuring national defense, security and international integration.

The National University organizes scientific and technological activities in the fields of social sciences and humanities, natural sciences, engineering and technology in an interdisciplinary and inter-disciplinary direction, promoting the development of science, technology and innovation associated with training high-quality human resources, fostering scientific and technological talents, contributing to socio-economic development.

The Decree also stipulates that national universities are allowed to propose and implement national and ministerial-level science and technology programs when approved by competent authorities; develop and organize domestic and international science and technology cooperation programs on innovation and creative startups.

National University is a level I budget unit assigned by the Prime Minister to estimate the budget.

Regarding finance and assets , the Decree clearly states: The National University is a level I budget unit assigned by the Prime Minister to budget estimates; to uniformly manage the allocation and assignment of budget estimates to member units, units under and directly under the National University; to be responsible for accounting and budget settlement of the National University according to current regulations of the law on the State budget.

Manage, operate and inspect finances and assets uniformly in national universities according to the provisions of the law on state budget, the law on management and use of public assets and related laws.

The National University approves the financial autonomy plan of member units, units under and directly under the National University according to the Government's regulations on the financial autonomy mechanism of public service units.

The Decree also clearly states that national universities are allowed to set tuition fees in accordance with Government regulations. Manage, operate, use and share financial resources, human resources, facilities and other resources assigned throughout the national university, ensuring organic, synchronous and effective; mobilize social resources to build national universities into research-oriented higher education institutions of regional and international stature.

National universities are given priority by the State for investment and development to carry out national strategic tasks.

Regarding other duties and powers , the Decree clearly states: National universities are accountable to the Government, the Prime Minister, ministries, branches, learners and society for the activities of national universities within the scope of assigned functions, duties and powers.

National universities work directly with ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally run cities to resolve issues related to national universities. When necessary, national universities report to the Prime Minister on issues related to the operation and development of national universities; provide information and reports to serve the inspection and examination activities of relevant ministries, branches, and provincial People's Committees where national universities, member units, and units under and directly under national universities are located in accordance with the provisions of law.

National universities are given priority by the State for investment and development to carry out national strategic tasks and regional development tasks of the country.
