Quang Nam proposes additional funding for compensation and site clearance for National Highway 14E project

According to the Provincial People's Committee, in order to speed up the progress of compensation, site clearance, and resettlement of the National Highway 14E Renovation and Upgrading Project in the North-South Railway Overpass Area (Binh Quy Commune, Thang Binh District) to ensure minimal impact on the lives of households on both sides of the overpass, the Steering Committee on promoting compensation and site clearance for key projects of Quang Nam Province in the period 2021 - 2025 has coordinated with Project Management Board 4 (Vietnam Road Administration) to inspect the actual site.

In addition, based on the report of the People's Committee of Thang Binh district on the actual survey of cases directly and permanently affected the lives of households and the estimated total compensation, support and resettlement costs at the railway overpass location, the People's Committee of Quang Nam province requested the Ministry of Transport to consider and agree on the policy of supplementing compensation, support and resettlement costs for the recovered area outside the site clearance area at the North-South railway overpass area of the National Highway 14E Renovation and Upgrading Project so that the People's Committee of Thang Binh district has a basis to inform households and implement related procedures in accordance with regulations.

Specifically, the total number of households affected by the railway overpass is 63 plots (59 households); of which, documents have been issued to qualify for compensation for 51.5 disputed plots and 7 plots in Binh Quy commune are completing documents to submit documents to qualify for compensation.

Through a survey of people's needs, 38/59 households expressed their desire to relocate, 6/59 households wanted to stay, and 15/59 households were hesitant about whether to stay or leave.

Accordingly, the estimated compensation, support and resettlement costs for the area outside the specific clearance line are as follows: In case all 59 households (63 plots) are relocated, the total compensation and support cost is 111.15 billion VND, the total number of resettlement plots is 126 plots.

In the case of 38 households being relocated, 15 households are hesitant about whether to stay or go and 6 households are staying, the total compensation and support cost for 38 relocated households is 55.57 billion VND, the total number of resettlement lots is 76; the total compensation and support cost for 15 households being hesitant about whether to stay or go is 35.7 billion VND, the total number of resettlement lots is 38 (expected if the affected households agree to relocate).
