"Before, I used to think that borrowing from a bank was a distant matter, with complicated procedures. But now I am the one who guides people to borrow policy loans right in my village" - Ms. Ban Thi Thu, Head of the Savings and Loan Group (TK&VV) of Khuoi Co village, Bach Thong commune, Thai Nguyen province, excitedly told us after completing the application for a household in need of a loan.
Having worked with the Savings and Credit Group for many years, Ms. Thu is the "bridge" between the bank and the people of Khuoi Co village. She not only announces transaction schedules and reminds people to pay interest on time, but also closely monitors each set of documents and understands the circumstances of each household. Savings and Credit Group leaders like Ms. Thu are quietly helping policy credit capital reach the right people, with the right needs, thereby creating livelihoods, nurturing hope and changing the face of the countryside.
According to Mr. Quan Thanh Tung, Director of the Transaction Office of the Social Policy Bank (SPB) Bach Thong, to help people easily access capital, the unit maintains a regular transaction schedule in the commune, focusing on improving the quality of savings and credit groups.
"By the end of June 2025, the whole region had 170 savings and credit groups, of which 144 were classified as good. The disbursement rate at commune transaction points reached nearly 57%, the actual debt collection rate was more than 97%. These numbers not only demonstrate professional efficiency but also show people's trust," said Mr. Tung.
In particular, credit capital is being allocated promptly and to the right subjects. The total outstanding debt of the Bach Thong Social Policy Bank Transaction Office by the end of June reached nearly 470 billion VND, an increase of 4.2% compared to the beginning of the year. Of which, loans for job creation, near-poor households, production and business households in difficult areas account for a large proportion. Loan programs for social housing, students, clean water and rural environmental sanitation... are also actively implemented.

As a newly merged highland commune with a scattered population and difficult economic conditions, Bach Thong commune considers policy credit an important pillar for poverty reduction and economic development. Mr. Ha Ngoc Viet, Chairman of Bach Thong Commune People's Committee, said: After the merger, the area is larger, the population is larger, and the demand for policy loans has also increased. The commune always coordinates closely with the bank to review subjects, confirm loan applications and create the most favorable conditions for transactions in the commune.
Not only supporting procedures, local authorities also actively promote so that people understand policies and use capital for the right purposes and effectively. Thanks to that, loans are less risky, and the overdue debt rate is controlled at a low level (0.05%).
In the coming time, the Bach Thong Social Policy Bank will continue to increase the number of transaction points to communes to help reduce time and costs for people - especially those in remote and mountainous areas. Along with that, it will step up the review of loan needs in communes after the merger, strengthen credit quality inspection, organize comparison, classify debts according to reality... The goal is to continue to improve the overall credit quality and make policy capital truly become a tool for sustainable development.
