Strengthening incentives for technology transfer activities
The Government has just issued Decree No. 205/2025/ND-CP dated July 17, 2025, amending and supplementing a number of articles of Decree 111/2015/ND-CP on the development of supporting industries . The new Decree supplements policies to promote the application, technology transfer and human resource training in this field.

Accordingly, organizations and individuals participating in research, technology transfer and innovation activities for manufacturing supporting industrial products on the Priority List will enjoy incentives from the National Technology Innovation Fund, the National Science and Technology Development Fund, the National High-Tech Development Program and related programs.
In addition, research cooperation projects and technology transfer between enterprises and science and technology organizations are supported with up to 50% of the cost for machinery and equipment, sample products, software, training, consulting, inventions and intellectual property. Along with that, activities to improve the quality of experts and consulting units in the technology field are also supported with up to 70% of the cost.
Regarding human resource training, the Decree supplements regulations on supporting domestic and foreign training and development costs for excellent students, lecturers, researchers, technicians, and technical workers in the field of manufacturing supporting industrial products. The support source comes from the Supporting Industry Development Program and other human resource training programs.
Additional support on environment, legal, inspection, investment incentives
One of the notable new points is that the Decree adds three provisions to expand support for supporting industry enterprises in the fields of environment, law and quality inspection.
Specifically, projects developing supporting industrial parks and industry clusters are entitled to environmental protection incentives according to the law. Investors of supporting industrial products on the priority list are also entitled to similar support.
Regarding legal support, small and medium-sized enterprises producing supporting industrial products in the priority list are entitled to access support policies under the Law on Support for Small and Medium Enterprises.
The Decree also stipulates support of up to 50% of costs for many activities of testing, inspection, appraisal and certification of product quality, including: renting testing rooms, testing samples, testing new goods, registering copyrights, intellectual property, barcodes, as well as costs related to measurement and calibration of measuring instruments.
Regarding investment incentives, projects producing supporting industrial products on the priority list are exempted or have their land and water surface rents reduced and enjoy tax incentives and investment policies according to current laws.
Decree 205/2025/ND-CP takes effect from September 1, 2025.
