Lam Dong is the first province to work with Viettel on digital transformation after the merger.

Just over two weeks after completing the merger of Binh Thuan and Dak Nong provinces into Lam Dong, provincial leaders had a working session with Viettel Group to deploy digital transformation plans.

This is the first locality in the country to work with a corporation on digital transformation immediately after the merger, demonstrating a strong determination to stabilize the organization and promote rapid development. Chairman of Lam Dong Provincial People's Committee, comrade Ho Van Muoi, said: " Lam Dong province has implemented digital transformation, but after the merger, there are still many items that need to be continued or further promoted, such as synchronizing data or platforms from the merged provinces."

He also emphasized: "We focus on issues of assistance to the province, in the spirit of speed, without waiting, with the goal of best implementing Resolution 57 of the Politburo ."

At the meeting, the Provincial People's Committee raised urgent issues and requested Viettel's immediate support to help the province operate more effectively and conveniently. Specifically, Lam Dong aims to promote comprehensive digital transformation in the fields of digital government, digital economy and digital society. The province wishes to build a synchronous digital infrastructure, shared database and integrated platform; improve governance efficiency, serve people and businesses through technology applications; and establish a strategic partnership and long-term companionship between Lam Dong province and Viettel Group.

Specific proposals include strongly developing digital infrastructure and 4G/5G connection throughout the province; deploying the Electronic One-Stop System; applying digital signatures; connecting, cleaning and synchronizing data from old provinces; deploying a data analysis and early warning reporting system to serve the management work of the Provincial People's Committee; organizing training and coaching on digital skills for officials at all levels.

In addition, the Lam Dong Provincial People's Committee also hopes that Viettel will consider choosing the province as a location to deploy high-tech factory projects such as semiconductor factories, data centers, etc.

During the working session, Chairman - General Director of Viettel Group Tao Duc Thang directly discussed with Standing Deputy Secretary of Lam Dong Provincial Party Committee Nguyen Hoai Anh and Chairman of the Provincial People's Committee Ho Van Muoi. Listening to the province's proposals, the Chairman of the Group said that, based on Viettel's experience in implementing digital transformation, there are 6 key goals that need to be coordinated and implemented soon, including: perfecting institutions at departments, branches and sectors to switch to a digital environment; collecting, connecting and digitizing data; building and upgrading connection infrastructure, adding hardware and software; building application problems on digital platforms; ensuring information security and safety; and finally ensuring resources for the entire implementation process.

Regarding the proposal to locate the data center and semiconductor factory project in the province, the Group Chairman said that with its terrain and year-round cool climate, Lam Dong is more suitable for developing a data center, thanks to its ability to optimize operating costs. He also assigned the Group's specialized agencies to study specific implementation conditions in the locality.

Deputy General Director of Cao Anh Son Group shared about the work groups and specific roadmap of digital action programs for the province.

The new Lam Dong province was established on the basis of merging three old provinces including Lam Dong (LDG), Dak Nong (DCN) and Binh Thuan (BTN). After the merger, the total area of the province reached 24,233 km² - the largest in the country, with a population of about 3.87 million people with 124 commune-level administrative units, including 103 communes, 20 wards and 1 special zone. The administrative center is located in Xuan Huong ward, Da Lat city.

In 2024, the province's GRDP will reach VND319,887 billion, up 4.02% over the previous year, ranking 8/34 nationwide. Per capita income will reach VND98 million per year. However, the DTI index is still in the low-middle group nationwide: in 2023, the DTI of the old Lam Dong will rank 28/63; Dak Nong 57/63; Binh Thuan 51/63.

The merger brings Lam Dong a new development dimension, with a diversified economy and open space to implement digital transformation, especially in key economic sectors such as agriculture and tourism. However, the locality also faces many challenges such as large area, fragmented terrain, ethnic diversity... These are factors that pose urgent requirements for popularizing technology and implementing specific digital transformation solutions that are suitable for practice.
