On the afternoon of July 14, Comrade Nguyen Hoa Binh , Politburo member, Permanent Deputy Prime Minister of the Government and the Central working delegation had a working session with the Standing Committee of Lam Dong Provincial Party Committee on the operation of two-level local governments and preparations for Party Congresses at all levels for the 2025-2030 term.
At the meeting, Lam Dong Provincial Party Secretary Y Thanh Ha Nie Kdam said that after the arrangement, there are currently 1,314 civil servants and public employees from the two provinces of Dak Nong (old) and Binh Thuan (old) who have come to work in Lam Dong province. At the same time, the province also arranged for more than 8,000 people to continue staying in place to receive administrative procedures and handle work to create convenience for the people.
In the coming time, provincial agencies will continue to assign an appropriate number of civil servants and public employees to work at the provincial center, meeting the requirements of assigned work.
All departments and branches of Lam Dong province have officially started operating on July 1, 2025. Focusing on implementing the specific functions and tasks of agencies and units after the arrangement. In addition, in the first working days, basically 124/124 communes, wards and special zones have fully performed their tasks.
In the first 10 days of implementing the operation of the 2-level local government , Lam Dong province received 18,519 records, processed 12,548 records, is processing 5,791 records, and overdue 428 records. Of which, the majority of records were received and processed at the commune level with 14,565 records (accounting for nearly 80%).
Regarding the preparation for the Party Congresses at all levels, 124/124 communes, wards and special zones of Lam Dong have basically completed the content of documents serving the Commune-level Congress for the 2025-2030 term, in line with the Central's orientation and at the same time, close to the practical conditions of each locality. The direction of the organization of the Commune-level Party Congresses in the province ensures progress, quality and meets the requirements according to the plan.
In addition, the Standing Committee of Lam Dong Provincial Party Committee also issued a plan for the Party Congress of Don Duong commune for the 2025-2030 term on July 15, 2025, organized online at 123 Party Committees of communes, wards, and special zones to learn and gain experience.
On behalf of Lam Dong Provincial Party Committee, Lam Dong Provincial Party Committee Secretary Y Thanh Ha Nie Kdam also proposed to the working delegation a number of difficulties and problems related to mechanisms, direction and guidance so that localities can proactively decide on investment, repair and renovation of degraded real estate facilities, as offices and accommodation for officials, civil servants and public employees; provide guidance on the arrangement, merger and establishment of mass organizations assigned by the Party and State at the provincial and communal levels; and add the expressway connecting Dak Nong, Lam Dong and Binh Thuan provinces to the National Expressway Network Planning.
At the same time, promptly resolve difficulties and obstacles related to the implementation of the North-South Expressway Construction Investment Project, western section Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc); pay attention to and promptly resolve obstacles related to the planning of exploration and exploitation of bauxite and titanium; obstacles related to investment procedures for bauxite mining and processing plants, etc.
Speaking at the meeting, Deputy Prime Minister Nguyen Hoa Binh highly appreciated the efforts and results of the operation of the two-level local government in Lam Dong in recent times, especially the high level of handling of administrative procedures for the people. He said that the preparation work for the Party Congresses at all levels for the 2025-2030 term, especially the model congress, was carried out by the province according to the set plan.
Comrade Nguyen Hoa Binh requested that local Party committees and authorities in Lam Dong province focus on synchronous implementation and better operation in the operation of two-level local government; public administrative centers must arrange adequate facilities and human resources, and where there is a shortage, they must be supplemented immediately. At the same time, it is necessary to improve and foster professional skills for civil servants and public employees to serve the people and businesses most effectively; speed up the disbursement of public investment capital ; focus on completing the program of eliminating temporary and dilapidated houses; conduct a general inspection and review of surplus assets for rational use, avoiding waste.
Permanent Deputy Prime Minister Nguyen Hoa Binh requested Lam Dong province to carefully prepare documents for the Provincial Party Congress, with updated, appropriate and breakthrough content for the locality to develop quickly and sustainably.
