Deputy Prime Minister Bui Thanh Son works with five northern provinces on growth, public investment disbursement and the two-tier government model.

On the afternoon of August 24, the Government's Working Group No. 6, headed by Comrade Bui Thanh Son, member of the Party Central Committee and Deputy Prime Minister, worked with the provinces of Tuyen Quang, Thai Nguyen, Cao Bang, Lang Son, and Phu Tho on the production and business situation, promoting growth, and accelerating the disbursement of public investment capital.

Attending the meeting were leaders of departments, ministries, branches and central agencies. On the provincial side, there were comrades: Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Tuyen Quang province; Pham Hoang Son, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Thai Nguyen province; leaders of the People's Committees of Lang Son, Cao Bang and Phu Tho provinces.

Speaking at the meeting, Deputy Prime Minister Bui Thanh Son emphasized: In recent times, the whole country has reorganized local government according to the 2-level model, and the Government has adjusted the economic growth target for 2025 to over 8%. On that basis, the Government has established 8 working groups led by Deputy Prime Ministers and leaders of central ministries and branches, working directly with localities to grasp the socio-economic development situation, promptly remove difficulties and obstacles. The meeting of Working Group No. 6 listened to reports on socio-economic development results, progress of public investment disbursement of provinces; at the same time listened to solutions and recommendations to complete the goals assigned by the Government, as well as assessed the implementation of the 2-level local government model in the provinces.

The report at the meeting showed that the five northern provinces are making strong progress in economy, production and public investment in the first 7 months of 2025. Localities have proactively adapted and overcome common difficulties, demonstrated by accelerating the implementation of key projects, creating momentum for sustainable growth. The disbursement of public investment capital, estimated at the end of August, reached VND 31,307.4 billion, accounting for 58.5% of the plan assigned by the Prime Minister. This rate is much higher than the national average.

Many key infrastructure projects have been started and inaugurated, opening up new development space for the whole region. In addition to economic growth, social security work has also received special attention from localities. The program to eliminate temporary and dilapidated houses has achieved encouraging results. Tuyen Quang has started construction on all 15,868 houses as planned, while Cao Bang has supported 6,700 houses, reaching 100% of the target. The positive results in the first 7 months of 2025 show that the northern provinces are on the right track, creating a solid foundation for sustainable development in the coming time.

Regarding the implementation of two-level local government in all 5 provinces, positive results have been achieved. The total number of commune-level administrative units in the 5 provinces after the rearrangement is 448 communes and wards with an area of ​​46,543 thousand km2 (accounting for 14% of the country's area). The localities have completed the organizational structure of provincial and commune-level agencies; the organization and implementation of the arrangement and rearrangement of cadres and civil servants has been carried out smoothly, ensuring no interruption of administrative activities and public services.

In Tuyen Quang province, GRDP in the first 6 months of 2025 increased by 7.29%; budget revenue in the first 8 months is estimated at over 4,400 billion VND, reaching over 72% of the plan. The province synchronously accelerated the construction progress and disbursement of public investment capital; 21 key projects with a total investment of over 26,700 billion VND, the volume of implementation since the start of construction has reached nearly 15,900 billion VND. Tuyen Quang built a growth scenario with the target of increasing by 8.61% in 2025. The operation of local governments at 2 levels has been carried out synchronously, ensuring organizational stability and maintaining discipline; however, there are still some difficulties in terms of degraded facilities, the rate of providing online public services throughout the process is still low, and people's use of services is limited due to lack of digital skills.

Localities requested the Prime Minister to consider and early assign the central budget capital plan for 2026 so that localities can implement it right from the beginning of the year; the Government has a flexible mechanism for localities to adjust public investment capital plans between projects to suit the actual situation, especially for completed projects or projects ahead of schedule; continue to prioritize resources to complete expressways in the area to enhance inter-regional and international connectivity. Localities also requested the Government to have a specific mechanism for the development of border economic zones, attracting investment, creating jobs and promoting production and business.

Concluding the meeting, Deputy Prime Minister Bui Thanh Son acknowledged that the provinces have made many efforts and determination and achieved positive results in socio-economic development, especially in social security work and the implementation of the two-level local government model. However, in the face of new requirements, localities need to continue to promote the spirit of initiative and creativity, while overcoming existing limitations to fully complete the 2025 goals.

The Deputy Prime Minister requested that provinces continue to promote decentralization and delegation of power in conjunction with administrative procedure reform, digital transformation, and improving operational efficiency; synchronously and drastically implement four important resolutions of the Politburo (Resolutions No. 57, 59, 66, 68), considering this a key driving force to promote science and technology, innovation and development of high-quality human resources; smoothly operate two-level government, first of all upgrading information technology infrastructure.

At the same time, localities urgently develop detailed growth scenarios for the last two quarters of the year, assigning specific responsibilities to each industry, each field, each project; promote investment attraction, especially for industrial development projects; focus on disbursing public investment capital in accordance with the Government's direction, especially for key projects; pay attention to social security work; develop border and border economy.

Regarding the proposals of the provinces, the Deputy Prime Minister affirmed that the Government will assign the Government Office, ministries and branches to consider and handle them. He believes that with a spirit of determination and high consensus, the provinces will successfully complete the 2025 goals, creating a solid foundation for rapid and sustainable development in the next period.
