Dong Nai strives to disburse 55% of public investment capital by August 31

(DN) - By August 31, the disbursement rate of public investment capital in Dong Nai province reached 55% and by December 31, it was 100%. This requirement was raised by Provincial Party Committee member and Vice Chairman of Dong Nai Provincial People's Committee Ho Van Ha at a working session with the Provincial Land Fund Development Center and investors of public investment projects in the province on the morning of August 14.

According to provincial leaders, the progress of disbursing public investment capital is still slow. As of August 12, the whole province has only disbursed nearly VND8.7 trillion, reaching more than 24.3% of the plan. If excluding the capital of the Gia Nghia - Chon Thanh Expressway Project (extended until 2026), the rate reaches 31.4%.

Vice Chairman of the Provincial People's Committee Ho Van Ha requested the Provincial Land Fund Development Center and the two Working Groups to resolve difficulties and obstacles in compensation, support and resettlement, which have just been established by the Provincial People's Committee, to promptly start performing their tasks and support the commune level in compensation, site clearance and land valuation. Departments and branches must further promote their sense of responsibility, promptly guide and remove obstacles for investors, especially those related to compensation.

Provincial leaders clearly stated the spirit of working according to 6 clear divisions: clear people, clear work, clear time, clear responsibility, clear product, clear authority and applying the "green channel": solving work within 24 hours.

Regarding problems related to land prices, measurements, maps, and economic -technical norms, the Department of Agriculture and Environment will urgently sign and issue guidance documents today; the Department of Justice will soon complete and advise the Provincial People's Committee to issue regulations on coordination in compensation implementation. Every Thursday, departments, branches, and investors must report on progress, difficulties, and recommendations; the Department of Finance will monitor and control the disbursement progress and publicly post the results of public investment disbursement of units and projects every week.

The People's Committees of communes and wards are required to coordinate with the Provincial Land Fund Development Center to speed up compensation work and make detailed weekly disbursement plans; commune-level leaders are fully responsible for disbursement results according to the registered plan.

Reporting at the meeting, Mr. Chu Tien Dung, Deputy Director of the Provincial Land Fund Development Center, said that the unit is implementing 5 public investment projects on resettlement infrastructure and transportation. Of which, the Tam Phuoc Ward Resettlement Area Project has a total capital of more than 643 billion VND, the capital in 2025 is 200 billion VND and so far the disbursement has reached 53.5%. The main difficulty is that there is no specific land price to apply and make a compensation plan.

The project to build infrastructure for the resettlement area of more than 49 hectares in Phuoc Tan ward has a total capital of more than 1.1 trillion VND, the capital for 2025 is more than 192 billion VND and currently only 5.3% has been disbursed, with similar problems as above.

For the three routes DT 769, DT 773 and DT 770B, compensation and site clearance work is facing difficulties due to inconsistent unit prices for measurement, landmark placement and mapping; technical design and cost estimates have not been completed.

At the meeting, representatives of departments, branches and localities said that the main reason for the slow disbursement was that there were no new regulations on measurement unit prices and economic and technical norms that had not been issued; there was a lack of personnel to do compensation, site clearance and land valuation at the commune level; many places did not have the funds to hire consultants to determine land prices.
