
This year, in addition to the members of the 2025 National High School Examination Council, the Ministry of Education and Training (MOET) invited 7 independent experts with experience in testing to analyze and comment on the 2025 high school graduation exam results.
Speaking at the conference, Deputy Minister of Education and Training Pham Ngoc Thuong said that, except for Literature, all other subjects will be multiple choice, and the grading will be done entirely on computers. The score distribution will be analyzed by independent experts, based on data sent by the Departments of Education and Training, and will not be linked to any registration numbers, ensuring independence and objectivity.
Representing experts analyzing the score distribution of the 2025 high school graduation exam subjects, Associate Professor, Dr. Tran Dang Hung, Head of the Department of Information Systems, University of Technology, Vietnam National University, Hanoi, said that Mathematics - one of the two compulsory subjects, has a large number of candidates, over 1.2 million candidates taking the exam; this year, there were 513 candidates who scored 10 points, distributed in many different provinces and cities. In 2024, no candidate scored 10 points in Mathematics.
The score range is wider and more differentiated. The average score for Math is 4.78; 6 candidates got a score of 0. In the Top 10 provinces with the highest Math scores, there are the following provinces and cities: Ninh Binh, Hanoi, Ho Chi Minh City, Hai Phong...
Literature is a compulsory subject and has a score range not much different from 2024; the average score is 7.25.
In 2025, no candidate scored 10 points in Literature. Localities with a tradition of learning such as Nghe An, Thanh Hoa… continued to have the highest scores in Literature.
In particular, according to experts, the English subject has the best score distribution compared to all other subjects: Average score 5.38; 141 candidates scored 10; 2 candidates scored 0. Ho Chi Minh City, Hanoi... are the localities with the highest English scores.

According to experts, there needs to be a roadmap for evaluating the 2018 General Education Program and a roadmap for creating exam questions from 2026, especially in the new context. In the context of deep international educational integration, we should not discuss whether the exam questions are "easy or difficult" but together: Measure and classify learners' abilities correctly; from the family, society and school as the pillars.
Prof. Dr. Pham Hong Quang, Chairman of the Council of Professors of Educational Sciences, highly appreciated the innovation in the way of setting questions for Literature. The questions were set in the right direction for developing capacity, when the learning materials in textbooks are materials to create educational ideas. The mobilization of knowledge of history, culture, geography, politics, the breath of life... has inspired students during the exam and teaching process.
Professor Pham Hong Quang commented: This year's high school graduation exam has achieved educational values, shaping a new trend in general education, basic foundation with the philosophy of valuing solidity in broad foundational knowledge, helping students have 3 abilities: world view, exploratory thinking and flexible thinking.
From 8:00 a.m. tomorrow (July 16), the results of the 2025 high school graduation exam will be officially announced.
After the exam scores are announced, candidates need to pay attention to important milestones such as: Time to receive temporary high school graduation exam results certificate, exam results certificate, transcripts, related documents, and submit appeal application (if any).
