Vice Chairman of the Provincial People's Committee Ngo Hanh Phuc directed to completely resolve "bottlenecks" and speed up the progress of the 500kV transmission line project.

On July 15, a working delegation of Lao Cai province led by Mr. Ngo Hanh Phuc, Standing Committee Member, Vice Chairman of the Provincial People's Committee, conducted a field inspection and worked in Cam Nhan, Yen Thanh and Thac Ba communes to remove difficulties and obstacles, speeding up the progress of the Lao Cai - Vinh Yen 500kV Transmission Line Project.

The 500kV Lao Cai - Vinh Yen Transmission Line Project is a national key project, playing a particularly important role in releasing the capacity of Hydropower Plants in the Northwest region and ensuring energy security for the northern provinces.

The project has a total investment of 7,410 billion VND, with a total route length of 229.5 km passing through Lao Cai and Phu Tho provinces. The section passing through Lao Cai province alone is 139.66 km long.

Under the direction of the Prime Minister , the project has a very urgent schedule, requiring completion of power supply before August 19, 2025 to celebrate the 80th Anniversary of the National Day of the Socialist Republic of Vietnam.

According to the report of Power Project Management Board 1 (EVNPMB1), as of July 14, 2025, the entire line has completed 96.15% of the pier foundation and erected 40.60% of the steel poles. However, the wire pulling work has only reached 0.83%.

Vice Chairman of the Provincial People's Committee Ngo Hanh Phuc inspected the progress of the 500kV Lao Cai - Vinh Yen project through Cam Nhan commune.

In the three communes of Cam Nhan, Yen Thanh and Thac Ba, the progress of the foundation and column erection has reached 94.51% and 35.16% respectively. Site clearance for the foundation has been 100% completed. However, the most difficult task at present is the site clearance for the corridor.

Specifically, there are still 16/29 households with houses in the corridor that have not received advance compensation for reasons such as low unit price, request to be granted resettlement land or have all remaining land recovered.

Problems are also related to verifying the origin of the land, the difference in area on the red book and in reality, causing delays in approving the final compensation plan.

Directly inspecting locations with land clearance problems and working with local authorities, Vice Chairman of the Provincial People's Committee Ngo Hanh Phuc acknowledged the efforts of the investor and communes in the past time. However, he also emphasized that the remaining time is very short, requiring more drastic participation of the entire political system.

Concluding the working sessions, the Vice Chairman of the Provincial People's Committee gave decisive and comprehensive instructions to resolve bottlenecks and ensure project progress.

For the two communes of Cam Nhan and Yen Thanh, comrade Ngo Hanh Phuc, Vice Chairman of the Provincial People's Committee, gave strong instructions on land recovery work. He requested units to focus on resolving problems regarding policies, compensation prices and other support for the people, and to complete related procedures and documents before August 15.

Regarding the compensation price issue, comrade Ngo Hanh Phuc emphasized that the current price cannot be increased, so it is necessary to strengthen propaganda and mobilization work so that people understand and agree, combined with the application of other forms of support.

He requested that specific plans be developed to organize the relocation and resettlement of households and that these plans be made public so that people know about them. Close coordination between agencies and units and timely handling of arising problems are key factors to promptly hand over clean land for the project.

At the working session with the People's Committee of Thac Ba commune, Vice Chairman of the Provincial People's Committee Ngo Hanh Phuc clearly stated specific requirements that need to be focused on.

Regarding policies and procedures, he requested that localities carefully review relevant policies and regulations to ensure absolute compliance. They must closely and regularly coordinate with relevant departments and agencies to promptly resolve any issues that arise.

He emphasized the need to clarify the roles and responsibilities of local authorities, relevant units and people, ensuring smooth and synchronous coordination.

Regarding progress and procedures, he requested that a detailed plan be developed for implementation steps, and a deadline for completion of each specific task must be determined. It is necessary to ensure full requirements for premises, land, and completion of related legal procedures.

In particular, regarding the issue of resettlement and compensation, he directed that appropriate resettlement plans must be urgently determined, including detailed relocation plans, publicizing compensation value plans and necessary support policies to ensure legitimate rights for affected households.

Identifying the difficulties and obstacles in determining compensation values and resolving petitions as major bottlenecks, the Vice Chairman of the Provincial People's Committee requested specific and drastic solutions to remove them. It is necessary to develop a specific plan on resources and finance to effectively implement the project, determined to hand over the clean site to the construction unit on schedule.
