Promoting the effectiveness of the new commune-level government, taking people as the center of service

(Chinhphu.vn) – After more than a week of implementing the two-tier local government model, many wards and communes have recorded positive changes. The apparatus quickly stabilized, the number of received applications increased significantly, and was highly appreciated by the people.

In An Hai Ward, Da Nang City, from the first day of official operation, the government apparatus quickly got into the swing of things. The ward's public administration service center received and processed administrative records seriously and in accordance with procedures. Propaganda and guidance for people were implemented synchronously through the grassroots broadcasting system, billboards, and visual slogans. The locality also organized meetings and exchanges with people and residential groups to listen to feedback and promptly resolve problems during the transition period.

In the first 8 days of operation, the Ward Public Administration Service Center received more than 1,200 people coming to contact to do procedures, receiving a total of 1,360 records in various fields. Of which, the field of certification accounted for the largest number with 970 cases (1,496 copies), the field of household registration had 97 records, the field of land had 175 records... all were processed and returned results on time.

In Thanh Khe Ward, Da Nang City, the ward with the largest population in the city (over 201,000 people), every day there are about more than 600 records received and processed. The ward's public administration service center is always in a state of high activity, but still ensures smooth and orderly operation, not making people wait too long.

People coming to do procedures are given a number and wait in turn. Elderly people or those unfamiliar with technology are enthusiastically supported by youth union members in entering information and providing instructions on how to use it.

Vice Chairman of Thanh Khe Ward, Director of the Ward Public Administration Service Center, Mr. Le Van Cuong said that as the ward with the largest population in the city, the number of administrative procedure files we receive each day is also among the highest. From July 1st to now, the Center receives about 600 files each day.

"Among administrative procedures, the people's need for certification is very large, accounting for about 50% of the total daily records. Because this procedure requires direct approval from leaders, we always arrange and schedule the leaders' time to ensure that the records are returned quickly, without causing inconvenience to the people," Mr. Le Van Cuong informed.

During the inspection and working session with the wards on the implementation of the two-level government model, Vice Chairwoman of the Da Nang People's Committee Nguyen Thi Anh Thi requested that the officials receiving the people must always maintain a cheerful, friendly attitude and serve wholeheartedly. The government must ensure the best for the people when they come to work, clearly demonstrating the spirit of serving the people.

Closer to the people, closer to the people and serving more effectively than before

In Quang Ngai province, the operation of the new model has also initially shown effectiveness. The commune apparatus quickly stabilized, and the public administrative service center began operating in an orderly manner.

Accordingly, in the first week, Van Tuong commune received more than 270 administrative records, with a timely resolution rate of over 70%. Dong Son commune received more than 330 records, mostly in the field of civil status, with a timely result rate exceeding 90%. People noted the convenience of not having to travel far, and procedures were resolved right at the locality.

Similarly, in An Phu commune, the Public Administration Center received about 350 applications after only one week of operation. The reception and processing process went smoothly, people initially adapted to the new organizational structure, and at the same time highly appreciated the service style of the local government.

In Truong Quang Trong ward, the center received 137 applications, of which 99.3% were submitted online and all were processed on time. The center is fully equipped with modern equipment such as computers, scanners, surveillance cameras and QR codes to look up progress, creating convenience for people and businesses.

Recently, Chairman of Quang Ngai Provincial People's Committee Nguyen Hoang Giang inspected a number of public administrative service centers in the province. The Chairman of the Provincial People's Committee acknowledged the efforts and sense of responsibility of the staff at the grassroots level and said that the sharp increase in the number of applications received in a short time is a very positive sign. This shows that people have quickly adapted to the new model. The two-level government is moving in the right direction, closer to the people and serving more effectively than before.

The Chairman of the Quang Ngai Provincial People's Committee also noted that departments, branches and localities should urgently review and resolve difficulties arising during the implementation process. In particular, ensuring resources and improving professional qualifications for commune-level officials are key factors for the model to operate effectively, meeting the expectations of people and businesses in this transition period.
