The Prime Minister said he had asked billionaire Pham Nhat Vuong, chairman of Vingroup , to build a subway system from the center of Ho Chi Minh City to Can Gio district.

Prime Minister Pham Minh Chinh shared this information at the conference announcing the planning of Ho Chi Minh City for the period of 2021 - 2030, with a vision to 2050. Speaking at the conference, the Prime Minister acknowledged that the planning of Ho Chi Minh City this time has demonstrated the patience, exploration, and modesty of Ho Chi Minh City and relevant agencies to recognize the contradictions and challenges of Ho Chi Minh City and find solutions to resolve them. For example, the planning pointed out the major contradictions and challenges of the city in attracting resources, training high-quality resources to serve the new stage of development, and the problems of traffic congestion, air pollution, environment, etc. These are three very big bottlenecks that must be focused on to resolve. "Our concerns and worries are packaged and contained in the planning. It is very important, I really appreciate it. The planning has determined the strategic vision and priority issues for the development of Ho Chi Minh City," the Prime Minister emphasized. According to the Prime Minister: "The biggest bottleneck and challenge of Ho Chi Minh City is that the city is densely populated but the land is scarce and the people are crowded. Therefore, the planning of Ho Chi Minh City must be oriented towards expanding space, sea space, and underground space." Recently, the Prime Minister highly appreciated Ho Chi Minh City's completion and operation of the elevated urban railway line (metro No. 1), which people are very excited about. In the near future, Ho Chi Minh City will continue to exploit underground space. "I have discussed with Mr. Vuong Vingroup (billionaire Pham Nhat Vuong - PV) to build a subway system from the center of Ho Chi Minh City to Can Gio district. He agreed and was very enthusiastic". From this, the Prime Minister suggested: "We have to assign many tasks to large enterprises, I am currently assigning some tasks to help people form their thinking. Resources come from thinking, motivation comes from innovation. We must thoroughly understand this spirit when implementing the planning". In July 2024, the Department of Transport and the Department of Planning and Architecture of Ho Chi Minh City agreed to propose a study to add an urban railway line (appropriate type) from the center of Ho Chi Minh City to Can Gio to the transport component of the project to adjust the general planning of Ho Chi Minh City to 2040, with a vision to 2060. This railway line originated from the direction of the Prime Minister after a survey, inspection and working trip to Can Gio district in 2023 (July 18, 2023), after which the City Party Committee and the City People's Committee also had policies and instructions. Regarding the route direction, the two departments agreed that it is necessary to plan the orientation of some control positions, so that local adjustments to the route direction can be studied in the next steps. Similarly, going above ground or underground also needs to be supplemented with principles so that adjustments can be considered in the next steps of implementation. Previously, from 2023, the The research unit adjusting the planning of the urban railway system of Ho Chi Minh City also proposed that Ho Chi Minh City should study the opening of 3 new metro lines, including the urban railway line crossing the Soai Rap River to Can Gio, connecting to the 2,870ha tourist urban area reclaimed from the sea in Can Gio.
Building a subway to Can Gio can protect mangrove forests
In July 2013, Prime Minister Pham Minh Chinh and his delegation surveyed the Can Gio international transit port project. In November 2023, at a meeting of the Steering Committee for the implementation of Resolution 98, the Prime Minister said that there are many ways to protect the Can Gio mangrove forest, including building an elevated road or a subway to Can Gio. The Prime Minister emphasized: "The principle when doing a project is to protect what nature has given, for the benefit of the nation, the people and Ho Chi Minh City. Now, engineering can study building an elevated road or building a subway under the river. The cost may be higher, but in return, the forest can be protected, the potential differences and competitive advantages of Can Gio can be exploited."
