We arrived at A Luoi 4 commune (a commune newly merged from 4 communes: Lam Dot, Dong Son, A Roang, Huong Phong) and witnessed a large number of people present to do administrative procedures (TTHC). Ms. Ho Thi Don, Ka Non 1 village, A Luoi 4 commune said: “I came to the commune to do paperwork. At first, I was a bit worried because the commune changed its name, the officials could change, but when I arrived, I was very attentively welcomed by the officials, who guided me step by step. For those who were illiterate and did not understand the procedures, the officials explained them thoroughly, I felt very secure and confident...”.

According to Mr. Ho Dung, Chairman of the People's Committee of A Luoi 4 Commune, the new commune leadership apparatus has been strengthened, assigning specific tasks to each cadre and civil servant. The working headquarters is somewhat degraded, the facilities are still lacking, but the locality has proactively arranged them reasonably, ensuring that the reception and settlement of administrative procedures for the people are not interrupted. Departments and offices quickly stabilize the organization, deploy professional plans such as public reception, social policies, health,education , land management, security and order... In villages far from the center, commune officials proactively go to the place to listen to the thoughts and aspirations of the people; at the same time, propagate the policy of merging communes, arouse the spirit of solidarity, and build a new homeland. Although many people are still confused by the change in the name of the administrative unit, they all trust in the leadership of the Party and State and expect positive changes in the coming time.

In A Luoi 1 commune (based on the merger of 4 communes: Hong Trung, Hong Thuy, Trung Son, Hong Kim) in the Western Truong Son Bac region, bordering Laos and Quang Tri province. After the merger, the commune has a large area, a diverse population, mainly ethnic minorities such as Ta Oi, Co Tu, Van Kieu. When entering operation, the locality still has certain difficulties... but the Party Committee and the government proactively propagate, arrange 3 locations to receive and process documents for people, ensuring that the process of accessing new administrative procedures is not interrupted.

Mr. Nguyen Van Hai, Chairman of the People's Committee of A Luoi 1 Commune, shared: “In the early days of organizing activities, despite many difficulties, the collective of cadres and civil servants of the commune were always united and proactively got to work right away. We paid special attention to welcoming and guiding people to contact work in a thoughtful manner, creating closeness and trust. Listening to the thoughts and aspirations of the people, especially ethnic minorities, is always a top priority. We will continue to closely follow local realities, promote the role of village elders, village chiefs, and prestigious people in the community to strengthen mass mobilization work, maintain security and order, and develop the economy and society.”

Similar to A Luoi 1 and A Luoi 4 communes, the new communes in the A Luoi highlands have quickly stabilized and started working. Along with maintaining daily activities, the communes have started reviewing socio-economic development programs and investing in infrastructure suitable for the scale of the new units.

Although there were many difficulties at first, the consensus and solidarity between the Party Committee, government and people were the key factors helping the 5 new communes in the A Luoi highlands gradually stabilize and develop...
