According to the Report on the implementation results of Project 06 in the first 6 months of 2025 of Vietnam Social Security, the rate of beneficiaries receiving social insurance and unemployment benefits through personal accounts is increasing. Vietnam Social Security always identifies serving beneficiaries as one of the top priority tasks.

The entire system has proactively focused all resources, continuously reformed administrative procedures and reduced intermediaries, implemented the transfer of monthly pension and social insurance allowance payments by the Social Security agency through personal accounts for beneficiaries in accordance with the information technology (IT) infrastructure and the coordination and response capabilities of banks to ensure accurate and fast payments, best meeting the needs of beneficiaries, improving the quality and efficiency of social security work, especially in cases of natural disasters, epidemics, etc.
In urban areas alone, currently over 86% of beneficiaries receive social insurance and unemployment benefits via personal accounts, an increase of 6% compared to December 31, 2024 (exceeding 26% of the target assigned by the Prime Minister in Decision No. 1813/QD-TTg dated October 28, 2021 on approving the Project on developing non-cash payments in Vietnam for the period 2021 - 2025). In the payment period of July 2025, nationwide 81.5% of the total number of people receiving monthly pensions and social insurance benefits via personal accounts, an increase of 6.5% compared to December 31, 2024.
In addition, Vietnam Social Security is maintaining data connectivity when there is a request from employees to integrate information about the social insurance participation process into the VNeID application. Up to now, there have been more than 48.4 million successful queries for social insurance book information to integrate into the VNeID application.
Vietnam Social Security has coordinated with the Department of Administrative Police for Social Order (Department C06) - Ministry of Public Security to adjust and upgrade the VssID application, the Public Service Portal (DVC) of Vietnam Social Security to meet the requirements of connecting and integrating VNeID accounts with the VssID application, the DVC Portal of Vietnam Social Security (login to the VssID application, the DVC Portal of Vietnam Social Security using a VNeID account). Up to now, there have been more than 22.3 million uses of VNeID accounts to log in to the VssID application.
In addition, up to now, 100% of health insurance medical examination and treatment facilities have deployed health insurance medical examination and treatment using chip-embedded citizen identification cards (CCCD) (meeting the requirement to look up health insurance card information using personal identification number/CCCD), with more than 237.5 million successful searches of health insurance card information using personal identification number/CCCD to serve health insurance medical examination and treatment procedures, an increase of 83.7 million searches compared to December 31, 2024. With the deployment of health insurance medical examination and treatment using CCCD, health insurance patients only need to use CCCD to carry out medical examination and treatment procedures, helping to simplify procedures, saving time for both patients and medical staff , and social insurance agencies also save on printing and issuing health insurance cards.
Regarding the coordination of the implementation of the Electronic Health Book, nationwide, there have been 364,653,630 data submissions from health insurance facilities to the Vietnam Social Security System. Of which, there have been 178,877,346 successful searches of health examination records, referral papers, and re-examination appointment papers linked to the national population database for integration into the VNeID application, an increase of 129,685,179 successful searches compared to December 31, 2024.
The implementation of electronic health records, referral papers, and re-examination appointment papers on VNeID will bring practical effects to people and organizations. Specifically: People no longer have to worry about preserving medical records after each medical examination, do not worry about losing or forgetting referral papers for each transfer to another hospital or re-examination appointment papers for each medical examination. Electronic health records provide doctors with complete information about diseases, medical history, and risk factors affecting health. From there, combined with current examinations, doctors have a more comprehensive assessment of the patient's health, diagnose diseases more promptly and accurately, detect diseases earlier, and treat them promptly when the disease is still in the early stages, bringing higher treatment efficiency, reducing medical examination and treatment costs for each person...
Regarding the implementation of connection and data sharing between the national population database and the national insurance database, up to now, the Vietnam Social Security system has authenticated more than 100.2 million citizen information in the database managed by Vietnam Social Security, of which about 91 million people are participating and receiving social insurance, health insurance, and unemployment insurance, accounting for 99.23% of the total number of participants (excluding armed forces and military relatives) with the national population database.
Synchronizing and authenticating the personal identification numbers of social insurance and health insurance participants with the national population database has helped enrich, clean up, and standardize the databases of the two sectors of social insurance and the police. After completing the collection, updating, and authenticating 100% of participants with the national population database, Vietnam Social Security will gradually switch to using the personal identification numbers of participants instead of the social insurance code. This is an important step to create consistency in human resource management, creating a foundation for connection, sharing, and communication between state agencies, creating maximum convenience for the people.
Regarding the implementation of integration and provision of online public services: the entire Social Security system has processed 1,901,033 records, including: 1,880,742 records of health insurance cards for children under 6 years old; 19,672 records of funeral allowance settlement and 619 records of death allowance settlement. The connection of birth certificates and death notices through the infrastructure of Vietnam Social Security has created a very important utility, which is an input to help people perform online public services for the entire process of 02 groups of connected administrative procedures: Birth registration - permanent residence registration - issuance of health insurance cards for children under 6 years old; Death registration - Deletion of permanent residence registration - Support for funeral expenses, Funeral allowance (previously, people were required to go to the People's Committee of the commune or ward to submit paper copies of birth certificates and death notices when carrying out procedures for Birth registration and Death registration).
The synchronous and comprehensive implementation of solutions in Project No. 06 has helped Vietnam Social Security optimize the use and exploitation of the national database. Thanks to that, the entire system has been effectively contributing to the work of resolving and paying benefits and policies to participants in a timely, fast and accurate manner. The ultimate goal of these efforts is to bring the best benefits and conveniences to people and businesses in all transactions with the Social Security agency. This strong digital transformation not only improves management efficiency but also demonstrates the commitment of the Social Security sector to serving people better and better.
