Key points of Gaza ceasefire proposal

(CLO) Qatar has presented a draft agreement to end the Israel-Hamas conflict in the Gaza Strip and exchange hostages for Palestinian prisoners, marking the first step towards ending the 15-month war.


The agreement is being considered by both sides and could be signed as early as today if there are no obstacles. Here are the main contents of the draft agreement:

Hostage release

In the first phase, 33 hostages, including women, children, elderly people over 50, and injured or sick people, will be released. Israel believes most of these hostages are still alive, but Hamas has not officially confirmed this.

After 16 days from the date of entry into force of the agreement, negotiations will continue to release all remaining hostages, including soldiers and men of military age. The bodies of the dead hostages will also be returned during this period.

Withdrawal from Gaza

Israel will carry out the withdrawal in stages, ensuring the safety of Israel's border areas. Unarmed residents of northern Gaza will be allowed to return to their homes, but control mechanisms will be put in place to prevent the transfer of weapons into the area.

Israeli troops will withdraw from the Netzarim corridor in central Gaza and other areas along the southern border. Palestinian militants convicted of murder will be released, except those involved in the attack on Israel on October 7, 2023. The number of prisoners to be released will depend on the number of hostages still alive and has not been determined.

Humanitarian aid

Humanitarian aid to the Gaza Strip will be significantly increased to address the severe shortages of food, clean water and health care facing the population.

Israel has agreed to allow aid into the area, but mechanisms will be put in place to avoid looting and ensure aid reaches the right recipients.

Managing the Future of Gaza

Who will govern Gaza after the conflict remains a big question. At present, the round of talks has not addressed this issue to avoid delaying the agreement.

Israel rejects a role for Hamas in a future Gaza government and also refuses to hand over control to the current Palestinian Authority.

Talks between Israel, the United Arab Emirates (UAE) and the United States have proposed the creation of an interim administration to govern Gaza, pending a reformed and capable Palestinian Authority take over.

The agreement, if implemented, would mark a major step forward in de-escalating the conflict in Gaza, but challenges remain on ensuring the survival of hostages, delivering effective humanitarian aid, and finding a sustainable solution for the Gaza government.

The international community hopes this will be a premise to promote sustainable peace , bringing the region out of the spiral of conflict and instability that has lasted for decades.
