News from the Office of the Hanoi People's Committee said that the People's Committee received a document from the Department of Natural Resources and Environment on the results of urging and rectifying the work of advising on handling slow-to-implement non-budget capital projects using land. Accordingly, up to now, the units have basically completed handling about 10/64 projects .

Regarding this, Mr. Nguyen Trong Dong, Vice Chairman of Hanoi People's Committee, requested the Departments of Natural Resources and Environment, Planning and Architecture, Planning and Investment; Hanoi Industrial and Export Processing Zone Management Board and Me Linh District People's Committee to learn from experience, seriously and urgently implement the tasks assigned by the Chairman of the City People's Committee and directed in Notice No. 106/TB-VP dated March 22, 2023 of the Office of the City People's Committee; send the results to the Department of Natural Resources and Environment in October 2023.
The Hanoi People's Committee assigned the Department of Natural Resources and Environment to monitor, urge units to implement, update, and summarize the results of the implementation of Resolution No. 04/NQ-HDND dated April 8, 2022 of the City People's Council on measures to accelerate investment progress, focusing on handling slow-to-implement non-budget capital projects using land in Hanoi; draft documents of the City People's Committee to report to the City People's Council at the year-end session.
Previously, regarding 64 non-budget capital projects using land that were slow to be implemented in Me Linh district, Chairman of Hanoi People's Committee Tran Sy Thanh held a meeting and directed drastic implementation of handling directions.
64 projects that are slow to be implemented in Me Linh district (with about 2,000 hectares) are divided into 2 groups for handling. These are all projects that were formed before Me Linh district merged with Hanoi (in 2008) and have been slow to be implemented for over 10 years.
For group 1, including 15 projects, the Chairman of Hanoi requested the Department of Natural Resources and Environment, the Department of Planning and Investment, the Department of Architecture and Planning and the People's Committee of Me Linh district to urgently terminate, stop, and suspend the projects, review the planning. From there, propose a land use plan according to regulations, and report the results before April 30, 2023.
As for the Vinashin Golf Urban Area project (in this group), the Chairman of Hanoi assigned the Department of Planning and Investment to preside over monitoring, advising and proposing to the City People's Committee to consider and direct according to regulations.
For group 2 including the remaining 49 projects, the Chairman of Hanoi also assigned the task of handling each project to relevant departments, branches and units.
The Chairman of Hanoi assigned relevant departments and branches to carry out procedures to terminate land acquisition and project implementation for the project to build a hospital for high-income people and provide free medical treatment for the poor in Tien Phong commune before April 30, 2023.
At the same time, the Department of Natural Resources and Environment is assigned to preside over, review and advise the City People's Committee to consider removing land allocation and lease procedures for the CEO Me Linh project (after approving the change of rice land use purpose) and the University of Finance and Banking - Hanoi project. The results will be reported to the Hanoi People's Committee before April 1, 2023.
For the remaining projects (out of 49 projects in group 2), the Chairman of Hanoi assigned relevant departments and Me Linh district to focus on directing, urging, and guiding the removal of obstacles and difficulties to speed up the implementation of administrative procedures, creating conditions for investors to overcome, promptly implement the project, and put the land into use. The results will be reported to the Hanoi People's Committee before June 30.
