The content of the submission reads: "...To ensure the maintenance of Thanh Hoa Football Club's operations to compete in the 2025-2026 season; The Department of Culture, Sports and Tourism respectfully submits to the Chairman of the People's Committee for consideration:

Assign the Department of Culture, Sports and Tourism to direct the Thanh Hoa Football Federation to immediately take over, manage and operate the Thanh Hoa Football Club. Preside over and coordinate with relevant units to maintain training and competition organization to ensure the regulations of the Organizing Committee of the 2025-2026 V-League season. At the same time, study and advise the Provincial People's Committee to invite qualified organizations, individuals, businessmen and enterprises to take over the team in accordance with the provisions of the Professional Football Regulations. Report to the Chairman of the Provincial People's Committee to consider the contents beyond its authority".

Thanh Hoa football is at risk of relegation or dissolution if it cannot find a new sponsor or strengthen its team.

If "boss" Doan no longer invests and the team has not yet found a new sponsor, Thanh Hoa Club's operating budget will continue to decline, leading to consequences such as players and coaches being owed salaries, bonuses or "kickbacks", losing their spirit of dedication..., causing the team to face the risk of relegation.
