Speaking at the ceremony, Mr. Nguyen Hoa Binh - Member of the Politburo, Secretary of the Party Central Committee, Chief Justice of the Supreme People's Court said that this was the first time the Supreme People's Court coordinated with the Vietnam Musicians Association to organize the contest, aiming to celebrate the 80th anniversary of the People's Court's Traditional Day (September 13, 1945 - September 13, 2025).

“In nearly 80 years of construction, striving and growth, the People's Court sector has made very important contributions, of great significance to the development of the country. However, in reality, there is still a lack of musical works that have become the pride of the Judges in particular and the Court system in general. There have been creative campaigns in the past, but the results have not been as expected, the influence and reception from the public have not been strong,” said the Chief Justice of the Supreme People's Court, and he hoped that this competition would attract the participation of many authors nationwide, especially famous musicians.

Speaking more about the characteristics of the profession of Judge, Mr. Nguyen Hoa Binh said that this is a hard, stressful job with many sacrifices. “Judges are brave people, overcoming obstacles to protect justice, silently rejecting temptations to maintain integrity, steadfastly facing threats and dangers to themselves and their families to protect justice, protect the rights and legitimate interests of the people,” said Mr. Nguyen Hoa Binh.

In addition, Mr. Binh assessed that in the current context, the work pressure on the team of judges is increasing. Accordingly, if in 2012, the number of cases that the Courts at all levels had to resolve in 1 year was over 250,000 cases, after 10 years, this number has increased to nearly 700,000 cases, while the number of staff has not increased, the people's demands are increasing, and the nature of the work is increasingly complicated.

Therefore, the Chief Justice of the Supreme People's Court hopes that this creative campaign will be a source of encouragement and motivation for the love of the profession and the sense of responsibility of the team of Judges as well as officials, civil servants and employees of the Court sector, contributing significantly to the successful implementation of assigned tasks.

According to the Rules, the songs participating in the Contest have the theme of praising the historical tradition of building and developing the People's Court system; affirming the role and contributions of the People's Court - Symbol of Justice in the cause of building and defending the Fatherland; in the process of building and perfecting the legal system, judicial reform, administrative reform, building a socialist rule-of-law State.

In addition, the songs need to honor the beauty, praise the silent sacrifices, the difficulties, hardships, dangers but extremely glorious of judges and court officials in exercising judicial power, protecting justice, protecting human rights, protecting the socialist regime, protecting the rights and legitimate interests of organizations and individuals through trial activities. The songs need to reflect on the activities, extensive and vibrant emulation movements, about advanced models, good people and good deeds in the People's Court system.

The Contest is open to all Vietnamese citizens living, working, studying, and laboring in and outside the country, and foreigners living, working, studying, and laboring in Vietnam. Each author can submit multiple works to the Contest; the works can be performed in any style or musical genre.

The song must have lyrics in Vietnamese, be clear, easy to remember, and have a high sense of community; the lyrics and content of the song do not violate the nation's fine customs and traditions, are within the framework permitted by law, and closely follow the theme of the composition; have a beautiful melody, a neat structure, a new and creative style; be a new composition, have not participated in any other competition, and have no disputes over copyright or authorship.

The contest aims to celebrate the 80th anniversary of the People's Court's Traditional Day.

The application includes 1 full musical notation of the music and lyrics on A4 paper (scanned copy) clearly stating the author of the lyrics and music; 1 recording of the song in mp3 format (if sent by email) or USB recording (if sent by post or in person); 1 Contest registration form - according to the form attached to the Contest Rules (scanned copy). In case the work has co-authors, the authors' information must be fully recorded. The application must be put in a large, sealed envelope, with the envelope clearly marked "Entry to compose a song about the People's Court".

Time for receiving entries: From 0:00 on November 2, 2023 to 17:00 on July 30, 2024 (if entries are sent by post, the Organizing Committee will calculate the postmark). Place for receiving entries: Office of the Supreme People's Court, address: No. 48 Ly Thuong Kiet, Hoan Kiem District, Hanoi City or via email address: [email protected].

The jury of the works includes famous and prestigious musicians and leaders of the Supreme People's Court to evaluate and select quality works. The award structure includes: 1 first prize worth 50,000,000 VND; 2 second prizes worth 30,000,000 VND each; 3 third prizes worth 20,000,000 VND each; 4 consolation prizes worth 10,000,000 VND each.
