The 3rd meeting of the APEC Business Advisory Council (ABAC III) held in Hai Phong from July 15 to 18 was not only an important foreign affairs event but also a milestone demonstrating the new stature of the port city in the process of regional and global economic integration.
Businessman Dang Thanh Tam, a member of ABAC Vietnam, said that delegates attending ABAC III were very impressed with the synchronous and modern infrastructure, potentials and strengths of Hai Phong City, especially after the city merged with Hai Duong Province. With the strong commitment of the leaders and special mechanisms, the city will be an attractive destination for leading enterprises to explore investment and business opportunities.

Mr. Tran Tien Dung, Chairman of Hai Phong Logistics Association, emphasized that in recent years, Hai Phong has affirmed its important role in economic development and trade. With its position as the northern gateway, Hai Phong City is now expanding to the east, creating room for development, creating great momentum and opportunities to attract investment to Hai Phong in the coming time.
Along with the whole country, 2025 is a year of many changes and challenges for Hai Phong City. At the 2nd City Party Committee Conference, Chairman of the City People's Committee Le Ngoc Chau emphasized that 2025 is a particularly important year, the last year of the 2020 - 2025 term, associated with the revolution of streamlining the apparatus.

Hai Phong, together with the whole country, has made the greatest efforts to simultaneously achieve many important goals: promoting socio-economic development at a high and sustainable speed, while preparing the best conditions for holding congresses at all levels, and operating the two-level local government apparatus under the direction of the Central Government.
The preliminary report on the implementation of tasks in the first 6 months of 2025 of the Hai Phong City Party Committee shows that the total GRDP in the area (at 2010 comparative prices) is estimated at more than 209,668 billion VND, an increase of 11.2% over the same period last year. This is an impressive figure, making Hai Phong the 2nd largest city in the country in terms of economic growth rate. After the merger, Hai Phong is proud to become the city with the 3rd largest economic scale in the country.
All economic sectors recorded positive growth: The agriculture, forestry and fishery sector is estimated at VND10,582.3 billion, up 4.28%. The industry and construction sector continues to be the main driver, estimated at VND116,203.1 billion, up 12.84%. The industrial production index (IIP) is estimated to increase by 14.6%. The service sector also recovered and grew well, estimated at VND69,166.8 billion, up 9.89%. Product taxes minus product subsidies are estimated at VND13,716 billion, up 9.95%.
Another highlight is the state budget revenue reaching over 100,000 billion VND. Of which, domestic revenue reached over 58,383 billion VND, an increase of more than 37% over the same period. This figure not only exceeded the estimate but also demonstrated the intrinsic vitality of the city's economy after the merger, affirming that Hai Phong's investment and business environment continues to be trusted and highly appreciated by businesses. Hai Phong's domestic investment attraction also witnessed an explosion, estimated at 291,500 billion VND; of which Hai Phong City alone was previously estimated at 276,945 billion VND, an increase of more than 12 times over the same period.
Industry and infrastructure continue to play a key role in the growth picture. In the first 6 months of the year, the city completed procedures to establish 8 new industrial parks, bringing the total number of industrial parks to 40 with a total area of about 11,208 hectares. 2 new industrial clusters were also established, bringing the total number of industrial clusters in the area to 79 with a total area of more than 3,837 hectares.
Determined to maintain growth momentum
Hai Phong City aims to achieve a GRDP growth rate of 12.35% or more in 2025. At the 2nd City Party Committee Conference, Secretary of the City Party Committee Le Tien Chau requested the entire city's political system to concentrate, mobilize maximum resources, promptly remove barriers, resolutely and effectively implement the assigned tasks, contributing to maintaining the role of a locomotive for development in the north of the country.
In the coming time, the city will focus on completing the plan to implement Resolution No. 226 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong City; completing the project to establish a new generation Free Trade Zone and a Specialized Economic Zone to submit to competent authorities for approval. Focus on reviewing and adjusting planning according to regulations. Complete financial and budgetary mechanisms in accordance with the two-level local government model. In particular, focus on clearly decentralizing revenue sources and expenditure tasks between budget levels. Develop principles, criteria and budget allocation norms to ensure publicity, transparency, stability, harmony and sustainability...

The City Party Committee and People's Committee have directed the drastic implementation of solutions to accelerate the progress of implementation and disbursement of public investment capital, ensuring 100% disbursement of the capital plan assigned by the Prime Minister, creating growth momentum. Review and remove shortcomings in site clearance for public investment projects.
With the consensus and determination of the entire Party Committee and government, Hai Phong is expected to continue to grow rapidly, successfully complete its tasks, and create a solid foundation for the city's sustainable development in the coming years.
