Accordingly, the Chairman of the People's Committee of Da Nang City requested that directors of departments, branches, and chairmen of People's Committees of communes, wards, and special zones; heads of agencies, units, organizations, and unions proactively organize close monitoring of forecast information and developments of storm No. 3; promptly direct and deploy disaster response work.
According to assigned functions and tasks, proactively implement the work of ensuring safety for people, vehicles, and assets, especially for tourist sites, aquaculture, fishing, and constructions at sea, islands, coastal areas, rivers, streams, hills, mountains, mineral exploitation... to ensure compliance with the provisions of Circular No. 13/2021/TT-BNNPTNT dated October 27, 2021 of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment ) regulating the requirements for natural disaster prevention and control in the management, operation, and use of mineral exploitation areas, other natural resource exploitation, urban, tourism, industrial, historical relics; tourist sites; rural residential areas; natural disaster prevention and control works, transportation, electricity, telecommunications and other technical infrastructure.
The City Military Command directed the Border Guard Command to promptly notify owners of vehicles and vessels operating at sea of the location, direction of movement and developments of the storm to proactively avoid; escape from or not enter dangerous areas (especially pay attention to vehicles operating in the waters of Hoang Sa and Bac Bo Gulf); call on vessels to urgently come ashore or find safe shelter. Proactively develop plans to ensure the safety of vessels and have appropriate production plans, ensure the safety of people and property, maintain communication to promptly handle possible situations; continue to organize counting and regularly report the situation of vessels to the Command Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Da Nang City. Based on the developments of storm No. 3, proactively decide to ban fishing vessels, transport vessels and tourist vessels from the sea.
The City Police coordinated with the Border Guard Command, the Department of Agriculture and Environment and coastal localities to guide fishermen to implement solutions and measures, and arrange permanent forces for fire prevention and fighting when anchoring boats to avoid storms at Tho Quang Fishing Port, Man Quang Bay and other planned anchoring and sheltering points, to prevent fires and explosions; to ensure security, order and safety of State and People's assets.
The Chairman of the Da Nang City People's Committee also requested the Da Nang Maritime Port Authority to inspect and review anchoring, ensuring safety for cargo ships and transport ships when anchoring in Da Nang Bay. Localities and units managing reservoirs regularly and closely monitor the water level of reservoirs, organize safety inspections of reservoirs in the area; prepare forces, means and equipment to promptly handle incidents, ensure safety of works, and ensure the lives and property of people in the reservoir area and downstream of the dam.
Departments, branches, sectors, People's Committees of communes, wards, special zones and related units closely monitor the developments of storm No. 3 to proactively handle possible situations and maintain contact with the Command Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of the city. The media regularly updates the situation and information on natural disasters so that authorities at all levels and people know and proactively respond.
