In Phuc Loc commune, on the first day of operating under the two-level local government model, the commune's activities took place normally and smoothly.
From early morning on July 1, at the Phuc Loc Commune Administrative Reception and Service Point, people coming to resolve administrative procedures were warmly welcomed and served attentively. Mr. Nguyen Van Hoan, Nghia Lo village shared: “I came to do some administrative papers for my child, but I was short of them so the staff instructed me to go get more. The staff here gave me very enthusiastic instructions and I did not encounter any difficulties.”
Ms. Le Thi Hanh came to make a copy of the birth certificate for her grandchild and said: “My house is in Xuan Dinh commune (old) about 5km from the new commune. The road to the new commune is paved and straight, very easy to travel.”
Ms. Nguyen Thi Phuong Linh, specialist of Phuc Loc Commune's Public Administration Reception and Service Point, said: Phuc Loc Commune's Public Administration Reception and Service Point opens from 7:30 a.m. according to regulations.
This morning (July 1), the number of citizens coming to handle administrative procedures was higher than in the old commune. Citizens mainly did procedures for birth registration, household registration copy issuance, marital status confirmation and authentication. Some people asked about business registration procedures and the first issuance of red books.
"However, for business registration procedures, we have not been given an account by our superiors, so we cannot connect with the business registration software. We will ask citizens to come back when the software is up and running. For other procedures, when entered into the software, it runs relatively smoothly," Ms. Linh shared.
Going down to Minh Chau island commune, although it was the first day of implementing the new model, all activities at the headquarters of the People's Committee of Minh Chau commune still took place smoothly and smoothly. At the Party Committee and People's Committee of Binh Minh commune - where the first session of the People's Council of the commune took place, delegates were excited and people had high expectations for the two-level local government.
Mr. Trinh Tuan Anh - owner of a production facility in Binh Minh commune confided: The event of two-level local government activities creates excitement among young people, businesses and those directly involved in the economy . Many people expect the new government to have breakthrough policies that are closer to reality. With a large area and abundant labor resources, I hope the new government will have clear directions for the development of small-scale industry and traditional industries; especially support in terms of production premises, credit and product promotion. We, the people, are ready to accompany if we see clear policies and specific support.

Realizing the role of two-level local government in bringing the administrative apparatus closer to the people, effectively and efficiently, from the very first day, all activities were organized scientifically , orderly, transparently by the communes, creating a positive impression.
