Ngoc Duong commune was newly established on the basis of merging Ngoc Duong commune, Ha Giang city and Yen Dinh commune, Bac Me district. The commune has an area of ​​over ^98km2 with a population of over 7,800 people. The newly established commune has differences in economic conditions, awareness level, and infrastructure.

Minh Xuan Ward was newly formed after the administrative arrangement of Tan Ha, Tan Quang, Phan Thiet, Y La, Minh Xuan wards, Kim Phu commune of Tuyen Quang city and Trung Mon commune, Yen Son district. The population is over 70 thousand people.

After the merger, Minh Xuan Ward has a large area, a large population and is the central ward of the province, so the workload is very large. Therefore, Minh Xuan Ward has carefully prepared facilities, equipment, and trained staff. The Ward has also conducted a trial operation since June 25. Therefore, on the first day of officially operating the 2-level local government, the center's operations met the requirements of people coming to transact.

With the motto "responsible, professional, transparent, effective to serve the people best", the center has arranged 44 staff, including 2 leaders. Specific tasks are assigned to each staff. When people come to perform transaction procedures here, they will be welcomed and guided by staff and specialists, and their procedures will be classified right from the start, then they will be transferred to specialized departments to handle the procedures.

"However, there are still some difficulties such as the large number of people coming to transact, although the facilities have been carefully prepared but still not enough to meet the needs, some procedures are still stuck due to the lack of specific instructions. Therefore, the center's staff will continue to study and improve their qualifications to better serve the people", said Mr. Nguyen Manh Cuong, Deputy Director of Minh Xuan Ward Public Administration Center.

After merging provincial-level administrative units and arranging commune-level administrative units, Tuyen Quang province has a natural area of ​​13,795.50 ^km2 , a population of 1,865,270 people; the province borders Cao Bang, Lao Cai, Phu Tho, Thai Nguyen provinces and the People's Republic of China; the whole province has 124 commune-level administrative units, including 117 communes and 7 wards.

At the ceremony to announce the resolution and decision on merging provincial-level administrative units and rearranging commune-level administrative units in Tuyen Quang province held on June 30, Comrade Hau A Lenh, Secretary of Tuyen Quang Provincial Party Committee, requested that each cadre and party member in 124 communes and wards must be a direct bridge, clearly propagating and explaining the Party and State's merger policy, listening and promptly resolving people's difficulties and concerns.
