State Bank announces inspection conclusions of a series of commercial bank branches

(NLDO) - The State Bank of Vietnam (SBV) regions 3, 12 and 15 recently announced the inspection conclusions at a number of commercial bank branches.

Specifically, the inspection conclusion of the State Bank of Vietnam Region 3 shows that the business activities of HDBank Dien Bien branch are basically stable, the after-tax profit over the years within the inspection period is guaranteed. The secured loans at this branch have kept full certificates of property ownership, mortgage registration and secured transaction registration in accordance with the law.

However, HDBank Dien Bien branch still has some errors and limitations in lending activities such as incomplete collection of customers' legal documents and post-loan monitoring.

Similarly, through inspection, the State Bank of Vietnam Region 15 assessed that HDBank Phu Quoc branch strictly implemented legal regulations on lending, risk provisioning and debt settlement. However, this branch still had 1 case of loose inspection of loan use.

The State Bank of Vietnam Region 12 also announced the inspection results at 3 Vietcombank branches, including Binh Duong , Vung Tau and Tay Ninh. Accordingly, the State Bank of Vietnam Region 12 assessed that all 3 branches operated effectively and complied with legal regulations in the field of anti-money laundering, anti-terrorism financing and anti-corruption. However, the inspection also pointed out some shortcomings and limitations that need to be overcome.

Specifically, Vietcombank Binh Duong branch was reminded about some limitations in loan appraisal, loan inspection and supervision, and collateral appraisal.

At Vietcombank Vung Tau branch, the appraisal and approval of loans for some sample inspection files is not strict and not complete according to regulations. The inspection and supervision of loan capital also does not ensure the implementation of the right to inspect and supervise the use of customers' discount money.

In addition, the valuation of collateral assets such as land use rights for some sample inspection files was not in accordance with Vietcombank's internal regulations, and periodic valuations were not performed at least once a year. Debt settlement for some files was also not complete according to regulations.

At Vietcombank Tay Ninh branch, the State Bank of Vietnam Inspectorate Region 12 pointed out many shortcomings in credit granting activities. Typically, this branch has not collected enough documents to prove the purpose of using loan capital, business scale, revenue, expenses, financial situation and sources of income to repay customers' debts.

The appraisal and approval of loans have not yet comprehensively assessed the effectiveness of the capital use plan, financial capacity and the level of equity participation of customers. The inspection and supervision of loans have not reviewed the conditions for credit approval, and have not collected enough documents to prove the use of capital for the right purpose...

Regarding the handling of bad debt and credit risk, Vietcombank Tay Ninh branch still has some shortcomings such as lack of documents proving business activities and debt repayment ability.

The appraisal work is not comprehensive, not properly assessing the actual performance of the customer. The risk handling dossier still has many shortcomings, such as lack of documents proving financial capacity and effectiveness of the capital use plan.

The appraisal and approval are still carried out even when the customer shows signs of financial decline but has not been thoroughly assessed. The process of checking and monitoring loans is mainly based on documents provided by the customer, lacking comparison with actual operations.

The disbursement records do not have clear evidence of the purpose of capital use, while the valuation of collateral assets such as machinery and equipment does not have complete appraisal records.

Based on the inspection results, the Chief Inspector of the State Bank of Vietnam Region 12 requested 3 Vietcombank branches (Tay Ninh, Binh Duong, Vung Tau) to seriously implement the recommendations to overcome existing problems, in order to ensure proper, effective and safe operations in the coming time.
