Implementing Resolution No. 50-NQ/TU dated July 3, 2024 of the Standing Committee of Lao Cai Provincial Party Committee on the work of eliminating temporary and dilapidated houses in the period of 2024-2025, Muong Khuong district has proactively developed a plan, mobilized the entire political system to participate with a spirit of determination, synchronization, and creativity, and issued many specific directive documents, clearly assigned tasks to the departments and offices of the district, localities, and mobilized all people in the district to actively participate in the spirit of "Whoever has something to help".
The goal is to complete the elimination of all temporary and dilapidated houses in the district by May 2025 at the latest. In particular, from March 22, 2025 to June 21, 2025, the district launched a 90-day, peak night campaign to eliminate temporary and dilapidated houses, creating a widespread movement and spreading strongly among the entire population.
Comrade Giang Seo Van, Secretary of the District Party Committee and Head of the Steering Committee for Eliminating Temporary and Leaky Houses in Muong Khuong District, emphasized: Determining the Program to support the elimination of temporary and dilapidated houses for poor households, near-poor households, newly escaped poverty households, households with meritorious services to the revolution and relatives of martyrs is one of the key and urgent tasks, so the district has focused on synchronously and effectively implementing information and propaganda work to cadres, party members and people of all walks of life.
Working groups led by members of the Standing Committee have visited and met directly with families to mobilize and propagate the Party and State's policies on the temporary housing elimination program. The number of visits by members of the District Steering Committee to the grassroots to visit, grasp the situation and propagate and mobilize temporary housing elimination has reached over 200 visits/month...
Comrades in the Standing Committee of the District Party Committee regularly go directly to the grassroots to inspect the work of eliminating temporary houses in communes and towns; direct the timely resolution of existing problems, difficulties and obstacles; strictly criticize individuals and groups that have not performed well their assigned duties and responsibilities in directing the implementation of the work of eliminating temporary houses, affecting the overall progress and quality of the district.
Comrade Nguyen Trong Huan, Chairman of the People's Committee of Muong Khuong district, said: Through review and statistics from localities, the need for support to eliminate temporary houses and leaky houses in the whole district is: 3,773 households. The main resources to implement the program come from the National Target Program budget, support capital from the provincial budget, mobilized funds from the Fatherland Front at all levels, agencies and localities in the district with 276,204 billion VND, 1,624 tons of cement and thousands of working days of organizations, individuals and people.
Some good models, creative ways
To ensure the progress and effectiveness of the Program to eliminate temporary and dilapidated houses, Muong Khuong district has implemented many creative models and effective methods.
These models not only help accelerate the construction and repair of houses for poor households, near-poor households, and policy beneficiaries, but also promote the combined strength of the whole society. These good models are flexibly applied, suitable to the actual situation of each locality, while encouraging the participation of organizations, businesses and communities in jointly implementing the program.
Some localities have developed plans, established Steering Committees and Working Groups to implement, grasp, propagate and mobilize the elimination of temporary houses: All levels from district to commune, village and residential group have plans to implement in weekly and monthly phases; assign members of the Steering Committee, armed forces and associations to monitor and grasp information from each household to urge implementation.
Localities proactively and promptly resolve difficulties during implementation, especially land-related problems, such as lack of residential land, lack of legal documents, residential land for relatives but no right to use, or agricultural land that has not changed its purpose of use.
The district has implemented the program according to the motto "whoever has something to help", diversifying support resources such as labor, materials, techniques, equipment, etc. In addition to the central and provincial budgets, the district also mobilized additional support for households starting construction during the peak period, each household receiving 2 tons of cement; promoting the exemplary role and prestige of the village Party cell secretaries, village chiefs, village elders, shamans, and sorcerers in propagating and mobilizing households to build houses, especially households that use the excuse of not building a house due to their age, etc.
These methods have contributed significantly to improving the quality and effectiveness of the Program to eliminate temporary and dilapidated houses in Muong Khuong district.

The armed forces also provided timely support, helping to transport materials, dismantle old houses, and level the ground to speed up the implementation progress. The spirit of "mutual love" has been strongly promoted in the community, helping to create solidarity and sharing in supporting disadvantaged families.
