One of the notable highlights is the activities of the Huong Duong Center for Supporting the Development of InclusiveEducation (Mao Khe Ward), established in 2019. The Center plays an important role in supporting children with disabilities to develop comprehensively through special education, early intervention and specialized therapies.
Since its inception, the Center has actively accompanied parents in consulting, educating and orienting the future of disabled children. A prominent model here is the vegetarian cooking program that helps older disabled students practice vocational skills, while opening up opportunities for them to be independent in the future.
Ms. Nguyen Thi Thanh Hue, Director of the Huong Duong Center for Supporting the Development of Inclusive Education, shared: We always prioritize choosing humane career models that are suitable for students' abilities and have high practical applicability. Through practical surveys, jobs such as bartending and waitressing are sustainable choices, suitable for abilities and market demand.
At the end of June 2025, Huong Duong Center for Supporting Inclusive Education Development in collaboration with the Provincial Association for the Protection of People with Disabilities and Orphans (NKT-TMC) organized a program to introduce a career guidance model for students with disabilities. During the program, with the support of teachers and volunteers, students with disabilities prepared vegetarian dishes themselves. These products were highly appreciated for their flavor, appearance and diversity, receiving many compliments from guests as well as attendees.
Recognizing the potential of the market, Huong Duong Center for Supporting the Development of Inclusive Education is also expanding the provision of vegetarian dishes to individuals and organizations in need. The model not only helps students with disabilities practice skills, but also gradually creates a sustainable livelihood, enthusiastically supported by the community.
In Ha Long Ward, Thanh An Social Work Center is also a non-public social assistance facility that is effectively implementing activities to support children with disabilities, especially children with hearing impairments. The center is currently receiving about 30 children with disabilities aged 14-18, from many localities in and outside the province.
In addition to appropriate cultural education programs, students with disabilities are also trained in vocational skills such as hair washing, beverage mixing, massage, acupressure, nail care, etc. These are all practical jobs that help them become more confident when entering life. With a flexible and humane approach, Thanh An Social Work Center is gradually helping children with disabilities affirm their position in society.
In Quang Ninh, there are currently more than 23,000 people with disabilities, including about 3,000 disabled children (accounting for 13% of the total number of people with disabilities in the province). Although there have been many support policies from the Central and local governments, including policies that are higher than the general regulations, vocational education and job creation for people with disabilities in the province still face many difficulties.
In the period of 2019-2024, the Provincial Association for the Protection of Disabled People and Disabled People has mobilized and allocated more than 21.9 billion VND from socialized sources to carry out protection work, including career guidance and vocational training. The Association has also connected and introduced jobs for hundreds of people with disabilities to participate in livelihood activities; at the same time, coordinated with centers and facilities such as the Huong Duong Center for Supporting the Development of Inclusive Education, Thanh An Social Work Center, and the Provincial Center for the Protection and Care of Children in Special Circumstances... to build appropriate and effective vocational training models.
Mr. Lanh The Vinh, Chairman of the Provincial Association for the Protection of Disabled People and TMC, said: In the immediate future, we have chosen the Huong Duong Center for Supporting the Development of Inclusive Education and Thanh An Social Work Center as the locations to implement the vocational education model for children with disabilities. Both have a solid team of professionals, adequate facilities and appropriate approaches. The Association will continue to support business connections and propose career support mechanisms for these facilities. At the same time, we also recommend that the province have solutions to effectively use the Provincial Employment Support Fund for People with Disabilities.
Efforts from centers, social organizations and communities are gradually opening up the path to independence, confidence and full integration into life for children with disabilities in the province.
