Print Document No. 2784/BKHCN-CVT issued by the Ministry of Science and Technology , there are specific instructions on implementing the planning of landline telephone area codes after merging provinces and cities according to Resolution No. 202/2025/QH15. This adjustment is to meet new management requirements while maintaining the stability of the existing telecommunications infrastructure.
There are 11 provinces and cities that are not affected by the administrative arrangement, the landline area codes are kept the same and continue to operate according to current regulations. These localities include Hanoi , Thanh Hoa, Nghe An, Hue, Ha Tinh, Lang Son, Lai Chau, Dien Bien, Cao Bang, Quang Ninh and Son La. People here do not need to change their dialing habits or worry about fees.

Meanwhile, 23 new provinces/cities formed from the merger of two or more provincial-level administrative units will apply separate regulations. In the first phase, the new provinces will use the old area codes in parallel. For example, the new Tuyen Quang province – merged from Tuyen Quang province (area code 207) and Ha Giang (area code 219) – will maintain both area codes until there is an official announcement from the management agency.

Regarding the calculation of charges, if two subscribers use the same area code (for example, both are 207), the call is dialed directly and the local rate is applied. In case the two subscribers have different area codes but are in the same new province, the user still has to dial the area code but will only be charged the local rate. Conversely, inter-provincial calls (between the area code in the new province and the area code of another province) will still be charged the usual inter-provincial rate.
The Ministry of Science and Technology also said that in the long term, the new provinces will choose a single area code for stable use, usually the area code corresponds to the name of the new administrative unit. For example, after unification, the new Tuyen Quang province will only use area code 207.
Adjusting the planning of landline area codes not only helps optimize the numbering resources, but also ensures consistency in telecommunications management, while creating favorable conditions for people and businesses. In the coming time, propaganda, updating and supporting people to adapt to changes will be implemented synchronously to minimize inconveniences that arise.
Despite the technical adjustments, users will not incur increased costs when communicating within the same new province/city. Any changes will be implemented flexibly, ensuring the rights of the people and maintaining the stability of telecommunications operations nationwide.
