Many breakthroughs in 5 new laws on science and technology

These are fundamental laws, creating an important legal corridor for the development of science, technology, innovation and digital transformation.

On the afternoon of July 7, the Ministry of Science and Technology held a press conference to introduce the basic contents of five laws drafted by the Ministry of Science and Technology, which were recently passed by the 15th National Assembly at its 9th Session.

These laws include: Law on Science, Technology and Innovation; Law on Digital Technology Industry; Law amending and supplementing a number of articles of the Law on Product and Goods Quality; Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations; Law amending and supplementing a number of articles of the Law on Atomic Energy.

Representatives of units of the Ministry of Science and Technology were also briefly informed about some important contents of the new Law.

The law has added many mechanisms to support innovation activities, especially in enterprises, while promoting the development of intermediary organizations such as technology brokerage enterprises, innovation support centers, creative startups and venture capital funds.

Mr. Hung emphasizes that innovation also emphasizes the role of promoting the application of science and technology in practice, contributing to increasing the value and efficiency of the economy and society. If science and technology and innovation are expected to contribute 4% to GDP growth, the contribution from innovation accounts for 3%, while science and technology accounts for 1%. This clearly reflects the widespread, practical and universal role of innovation in the modern economy.

The Law on Product and Goods Quality has demonstrated a new management mindset, shifting from an administrative management model to risk-based quality management; from pre-inspection to post-inspection based on data and digital technology; from an incentive mechanism to binding responsibility, transparency and strict sanctions.

For the first time, the law requires the establishment of a national product and goods quality monitoring system, connecting inter-sectoral data, supporting post-inspection, and handling quality risks. At the same time, it clearly regulates the management of goods sold on digital platforms, enhancing the responsibility of sellers and intermediary platforms in ensuring quality and handling consumer complaints.

One of the important highlights of the Law on Digital Technology Industry is the regulation on the treatment of high-quality digital technology human resources or digital technology talents. According to Mr. Nguyen Khac Lich, Director of the Department of Information Technology Industry, Ministry of Science and Technology, the law stipulates that high-quality digital technology human resources are Vietnamese people, Vietnamese people living abroad, foreigners who meet the criteria prescribed by the Government will enjoy a series of treatment policies on residence, internationally competitive salaries, financial support and facilities for research and development, and be appointed to management positions without having to follow the planning or years of work.

In addition, the law amending and supplementing a number of articles of the Law on Standards and Technical Regulations, effective from January 1, 2026, marks a comprehensive innovation in thinking and management methods in the field of standards, measurement and quality.

For the first time, the national standards strategy is legalized as a long-term orientation tool; at the same time, a national database on standards, measurement and quality is established.

The law also stipulates the principle of “one product - one standard” nationally, ending overlapping management and increasing enforcement efficiency. In particular, the mechanism of unilateral recognition of international assessment results will help high-tech enterprises quickly access the market.

In addition, the revised Atomic Energy Law identifies nuclear power as a national strategy, contributing to ensuring energy security and reducing carbon emissions. An important new point is that nuclear safety and security management is unified by a competent state agency, according to international standards and managing the entire plant life cycle.

The law also has a separate chapter on nuclear facility safety and promoting the application of atomic energy in medicine, agriculture, and industry, aiming to master technology and comprehensive digital transformation in this field.
