Inspecting the preparation work for the Party Congress in Hiep Thanh and Tan Hoi communes

Leaders of Hiep Thanh Commune Party Committee report on activities of local government at 2 levels

In Hiep Thanh commune, the Party Committee leader reported on the implementation of the policy of operating a two-level local government from July 1.

The Party Executive Committee of the commune has proactively led and directed advisory and support agencies to perfect the organizational structure, arrange and assign cadres and civil servants to suit new functions and tasks.

The commune also pays special attention to improving the quality of Party building work, ensuring the stable and effective operation of the grassroots political system; at the same time, setting out key goals, targets and solutions for socio-economic development in the last 6 months of 2025, striving to complete the targets and tasks of the 2020-2025 term.

Regarding the preparation for the Congress of Hiep Thanh Commune Party Committee for the 2025-2030 term, the Commune Party Committee has issued many important plans, from the Congress organization plan, propaganda plan to the drafting of Congress documents; establishing congress sub-committees; at the same time, directing newly established grassroots Party Committees and Party cells to organize the congress in accordance with regulations.

Regarding the preparation for the Commune-level Congress, the Party Committee and the Standing Committee of the Tan Hoi Commune Party Committee have issued a plan to implement Directive No. 45-CT/TW of the Politburo and the Provincial Party Committee's Plan. Two subcommittees on content and service have been established to prepare for the 1st Commune Party Congress, term 2025 - 2030. The draft documents for the 3rd Congress have been completed and are being prepared to collect comments.

At the working sessions, the leaders of the two communes made a number of recommendations and proposals to the provincial working delegation, to soon provide guidance on the organization of activities of the Party Committee of the Party agency and the Party Committee of the newly established commune People's Committee; to assign budget estimates and provide guidance on the financial management mechanism and Party budget expenditures; and to support training for cadres on the operation of the operational management information system.

Comrade Nguyen Khac Binh - Member of the Standing Committee, Chief of the Provincial Party Committee Office spoke at the working session with Hiep Thanh commune.

In his concluding remarks at the working sessions, comrade Nguyen Khac Binh highly appreciated the efforts of the officials and civil servants of the two communes after 10 days of operating the two-level local government; as well as shared the difficulties that the two communes are facing.

In the immediate future, the communes should try to arrange cadres with the right expertise and strengths to promote work efficiency; at the same time, promptly report difficulties and obstacles in the process of deployment and implementation. He also requested the commune leaders to direct the commune police to regularly grasp the security and order situation in the area and promptly report to the Secretary and Chairman of the commune, especially noting that Tan Hoi commune is an area with a large number of ethnic minorities.

Regarding the organization of the Congress, comrade Nguyen Khac Binh suggested that the communes study and absorb the opinions of the Provincial Party Committee Standing Committee, study the documents of the province to supplement the documents; enhance the spirit of internal solidarity; continue to review the conditions to prepare for the Congress and the conditions so that after the Congress, it can be organized and implemented immediately...
