Quang Ninh province's planning for the period 2021-2030, with a vision to 2050, has identified 17 common construction stone quarries with an area of about 182.6 hectares and a reserve of about 25.9 million m3, with no new investment areas; 6 common construction sand mines with a reserve of about 0.7 million m3; 58 clay mines with a reserve of about 65.4 million m3; 79 hill mines for filling materials with a reserve of about 367.8 million m3; 32 coal mine waste areas with a reserve of about 965.8 million m3; 6 sand filling mines with a reserve of 61.7 million m3.
According to the review results of the provincial Interdisciplinary Working Group, in 2025, the demand for common construction stone in the province will be about 7.8 million m3, construction sand 4.58 million m3, and filling materials 54.1 million m3. It is forecasted that in 2026, the demand for construction materials for the above minerals will be 12.9 million m3, 7.2 million m3, and 89.4 million m3, respectively; in the period 2027-2030, the demand will be 24.94 million m3, 20.27 million m3, and 563.4 million m3, respectively.
Although the mineral reserves for common construction stone in the province are very large (17 areas identified), currently 8 licensed mining areas have closed their mines due to the expiration of the mining period, 9 mining areas are still in operation but in reality there are only 3 quarries still operating with a total capacity of 0.598 million m3/year. Therefore, it only meets a very small part of the demand for stone for common construction materials. To meet the needs of households and construction investment projects in the area, investors and people have to buy from other provinces and cities.
The shortage of construction sand in the province is very large. There are currently no construction sand mines in the province, so all construction sand is bought, sold and transported from other provinces... The shortage of construction materials has affected the construction progress of projects, the disbursement progress of public investment capital and increased construction costs...
In order to synchronously implement solutions to meet the demand for construction materials in the area, the province requires departments, branches and localities to strictly implement the Prime Minister 's telegram on strengthening solutions to manage and stabilize construction material prices; associated with seriously and effectively implementing Conclusion No. 1208-KL/TU dated April 26, 2025 of the Provincial Party Committee on the management of coal and mineral resources...
Faced with complicated developments in construction material prices, the province directed departments, branches and localities to focus on reviewing and understanding the causes of the increase in construction material prices, and propose tasks and solutions to resolve the situation. A series of solutions have been implemented, such as: Strengthening the management of declaration and posting of construction material prices; reviewing, promptly updating and publicizing construction material price indexes; periodically announcing construction material prices closely following actual developments... In particular, tightening the management and exploitation of minerals for construction materials; strengthening inter-sectoral inspection and examination, promptly detecting and handling acts of speculation, price hikes and profiteering.
Based on the direction of the province, the Department of Agriculture and Environment chaired the Inter-sectoral Working Group to review and survey all mineral mines for construction materials in the area; advise and propose adjustments to a number of contents in Resolution No. 10-NQ/TU dated September 26, 2022, Resolution No. 25-NQ/TU dated June 25, 2024 of the Provincial Party Committee related to planning, licensing, extension, and operation of stone mines for construction materials, landscape issues, environment, traffic infrastructure, etc. Propose specific implementation for each type of mineral mine for common construction materials, filling materials, and leveling in the province.
Based on the report results of the working group, the Department of Construction is advising on solutions to meet the demand for construction materials in the province in 2025 and the period 2026-2030, and is researching, advising and proposing to update, adjust and supplement the Provincial Planning, ensuring the requirements of sustainable development.
