On July 12, the Ministry of Justice informed that to ensure smooth and effective operation of the entire judicial sector when implementing the two-level local government model, the Ministry of Justice promptly resolved problems of localities.

The Minister and Deputy Ministers of Justice directly visited a number of localities and inspected communes and wards, showing that there are still many shortcomings and limitations.

The reason is that due to the new model, there are still some limitations and shortcomings in grasping and understanding the new functions and tasks. In addition, some new cadres, not former judicial cadres, but from other fields, do not have enough specialized knowledge and are not familiar enough to approach the work of the judicial sector.

Faced with this reality, the Ministry of Justice recommends that in the long term, local Departments of Justice coordinate with relevant departments, branches, and commune-level People's Committees to review the team of judicial staff at the commune level to recommend the Provincial People's Committee or the Commune-level People's Committee to conduct training to improve capacity, and even recommend arranging more staff in areas with a lot of work.

In the immediate future, the Ministry of Justice has directed the Department of Administrative Justice to post all official dispatches and guidance documents for local recommendations and feedback on the National Law Portal at phapluat.gov.vn so that commune-level officials in 3,321 communes can access, look up, exchange, and refer to and apply them when handling work. This can be considered a handbook for advice and guidance for local officials;

Regarding the implementation of the electronic registration and management software, according to statistics, there are 401 million pieces of data that need to be converted. Currently, 245 million pieces of data have been transferred, and it is expected that by July 15, the transfer will be completed and the data will be connected to facilitate exploitation. According to the assessment, the above mentioned work basically does not cause any difficulties because this is a new software, the data is arranged and the information is exploited quite scientifically .
