On July 11, the Provincial People's Committee held a meeting with the Ministry of Construction to consider proposals for investment support in the construction of Diem Dien Seaport to be able to receive ships with a capacity of up to 200,000 tons. Comrades: Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Xuan Sang, Deputy Minister of Construction co-chaired the meeting. Attending the meeting were comrades: Lai Van Hoan, Vice Chairman of the Provincial People's Committee; Vu Kim Cu, Member of the Provincial Party Standing Committee, Head of the Thai Binh Economic Zone Management Board.
According to Notice No. 243/TB-VPCP of the Government Office: Conclusion of Prime Minister Pham Minh Chinh at the working session with the leaders of Thai Binh province (old) on May 12, 2025 on the results of leadership in implementing political tasks since the beginning of the Congress term, directions and key tasks in the coming time. In particular, the Prime Minister assigned the Ministry of Construction to preside over and coordinate with local authorities and relevant ministries and agencies to study and propose support for investment in the construction of Diem Dien Seaport area to be able to receive ships with a capacity of up to 200,000 tons, propose optimal investment options, ensuring feasibility and efficiency.
On May 22, 2025, the Ministry of Construction issued Decision No. 655/QD-BXD approving the Detailed Plan for the development of land and water areas of Thai Binh seaports for the period 2021 - 2030, with a vision to 2050. According to the plan, Thai Binh seaport includes Diem Dien, Tra Ly, Ba Lat wharf areas, buoy wharves, transshipment areas and anchorage, shelters and storm shelters. The goal by 2030 is that Thai Binh seaport will meet the volume of goods passing through from 6.8 million tons to nearly 8 million tons. The area has from 10 to 11 ports, including 12 to 13 wharves. With a vision to 2050, Thai Binh seaport will meet the volume of goods passing through with an average growth rate of 5 - 5.3%/year. In this phase, develop the Thai Binh seaport system and support services in accordance with the formation process of Thai Binh Economic Zone, industrial parks and surrounding areas.
Speaking at the meeting, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized that in the coming period, Hung Yen province will expand its economic space towards the sea, focusing on building Thai Binh Economic Zone into a multi-sector economic development cluster, creating growth momentum for Hung Yen province in particular and the whole country in general. To achieve this goal, it requires outstanding policy mechanisms, smart traffic infrastructure, synchronous connectivity and creating highlights for the development of key industries. Comrade Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee hopes that on the basis of the approved planning, the Ministry of Construction will continue to pay attention to support and create conditions for Hung Yen province to realize the above goals. The province will closely coordinate with relevant agencies to research and specify the contents of the planning; at the same time, increase calling for capable and experienced investors to implement related projects.
Deputy Minister of Construction Nguyen Xuan Sang affirmed that the Ministry of Construction supports the province's proposal to support investment in the construction of Diem Dien Seaport area to be able to receive ships with a capacity of up to 200,000 tons, as well as planning for the development of land and water areas of Thai Binh seaport in the future.
Deputy Minister Nguyen Xuan Sang highly appreciated the vision and orientation of Hung Yen province in developing Thai Binh Economic Zone to become the economic center of the region, and assigned specialized agencies under the Ministry to continue researching and proposing feasible plans to report to the leaders of the Ministry of Construction for submission to the Prime Minister./.
