According to the arrangement project, Ho Chi Minh City will have only 6 grassroots Party organizations, including: City People's Committee Party Committee, City Party Committee, City Police Party Committee , City Military Party Committee, City Border Guard Party Committee, City National University Party Committee; 168 grassroots Party Committees (commune level).

Along with the time of administrative unit arrangement, each locality also proactively took steps to prepare so that Party organizations, especially commune-level Party organizations, could be quickly established and operated immediately after the administrative units of the three localities completed the arrangement.

In Ho Chi Minh City, in order to unify the contents and tasks, the Organizing Committee of the Ho Chi Minh City Party Committee has just issued instructions on a number of key tasks to implement the end of the activities of the district-level Party Committees and the arrangement of the communal-level Party organization system at the Ho Chi Minh City Party Committee. The Organizing Committee of the Ho Chi Minh City Party Committee noted that the Standing Committee of the district-level Party Committees should lead and direct the development of a project to end the activities of the old district-level Party Committees and communal-level Party Committees; and establish a new communal-level Party Committee. The time of ending the activities of the old district-level and communal-level Party Committees must be synchronized with the time of establishment and operation of the new communal-level Party Committees.

To ensure that there is no confusion during the implementation process, the Ho Chi Minh City Party Committee has issued many guiding documents. Specifically, Standing Deputy Secretary of the City Party Committee Nguyen Thanh Nghi signed and issued a plan on preparing and organizing grassroots Party Congresses and upper-level Party Congresses for the 2025-2030 term, which specifies in detail the number of Party Committees at all levels and the positions participating in the Party Committees. Along with that is the process of appointing personnel from local sources for Party Committees of communes, wards and Party Committees directly under the City Party Committee after the merger.

For newly established communes and wards, the City Party Committee's Organizing Committee shall base on the standards, conditions, structure, quantity, procedures according to regulations and the actual situation of the staff to specify and advise the Standing Committee of the City Party Committee to appoint the Executive Committee, Standing Committee, Secretary, Deputy Secretary for the 2025-2030 term according to its authority. According to the Ho Chi Minh City Party Committee, this is a preparatory step to help personnel work ensure the direct and comprehensive leadership of the Party and Party Committees at all levels and promote the role and responsibility of the collective leadership and heads according to regulations.

To ensure transparency and publicity in the personnel work of newly established ward and commune Party Committees, the Ho Chi Minh City Party Committee has issued guidelines on the temporary standard framework and orientations for the arrangement of leadership and management positions when reorganizing the apparatus of wards and communes in Ho Chi Minh City. In addition to the general standards, Ho Chi Minh City sets out specific standards for each position; sets out principles and priorities for the arrangement of Party Committee officials in accordance with the practical situation as well as the requirements and tasks of each locality. In particular, attention is paid to the arrangement of capable, responsible and dedicated officials.

Ensuring transparency in selecting party committees

The total number of leaders and managers of Thu Duc City (HCMC) is currently 357 comrades. Secretary of the Thu Duc City Party Committee Nguyen Huu Hiep said that Thu Duc City has issued a plan to review and evaluate the quality of the team of cadres, civil servants and public employees to prepare for the arrangement of cadres to meet the requirements of the tasks when implementing the organizational arrangement of the political system to report to the HCMC Party Committee.

Commenting on the temporary criteria framework and orientation for arranging leadership and management positions when rearranging the organization of wards and communes in Ho Chi Minh City, comrade Nguyen Huu Hiep said that the criteria proposed by the Ho Chi Minh City Party Committee are very suitable for the new situation, and are the basis for localities to review and propose the Party committees of communes and wards to ensure that they are dedicated and capable enough to perform their tasks. This is the third time Thu Duc City has rearranged its organization, so it has experience in personnel work after the rearrangement.

Therefore, in addition to the general criteria of the Central Government and the criteria of Ho Chi Minh City, Thu Duc City also sets its own criteria for arranging leaders and managers. Accordingly, Thu Duc City will not rearrange leadership and management positions for officials who have completed their tasks for 2 years or failed to complete their tasks for 1 year. Thu Duc City will also not rearrange leadership and management positions for local leaders, agencies and units that do not have outstanding achievements in studying and following Ho Chi Minh's ideology, morality and style, in preventing the Covid-19 epidemic as well as in the 500-day emulation campaign associated with the 95th anniversary of the Party's founding, the 50th anniversary of the Liberation of the South and National Reunification.

“This is the framework criteria of Thu Duc City to arrange leadership and management positions, especially at all levels of Party committees. The capacity of those comrades is demonstrated through practical results, easy to see, easy to evaluate, so it ensures transparency and objectivity,” Comrade Nguyen Huu Hiep affirmed.

We have determined that one of the important factors that determines the success in the arrangement and streamlining of the apparatus is personnel work. The selection and arrangement of cadres must be careful, objective, impartial, strict, put the common interest above all, and implement the principle of "choosing people for the sake of work". Therefore, agencies are building a specific framework of standards to serve as a basis for deciding on the selection and arrangement of cadres to work in communes and wards to ensure quality and efficiency.

Referring to the above indicators, Dr. Bui Ngoc Hien, Ho Chi Minh City Academy of Officials, assessed that this is necessary in the current context. The reason for implementing the appointment instead of the election of Party committees in localities subject to merger is because according to the Central's guidance with a specific roadmap, localities, agencies and units subject to merger will face difficulties in developing personnel plans for new Party committees among the old Party committees.

On the other hand, with different scales and existing roles, if the congress is held after the merger, the number of delegates will be allocated differently. This may lead to a situation where the number of votes will be concentrated on personnel from units and localities that had a larger number of delegates attending the congress before the merger. Therefore, the appointment of Party committees of localities, agencies and units after the merger is necessary and has been studied and guided by the Central Committee.

The documents also provide detailed instructions on the procedures for appointing personnel to local Party committees, agencies, and units after the merger. If carefully studied along with other relevant documents on personnel work, it can be seen that the required procedures and processes are relatively strict, ensuring a harmonious combination of democracy in selecting proposed personnel and the responsibility of the competent appointing agencies; consistently implementing the motto "for the selection of people".

“Along with the innovations in personnel work and the upcoming changes in the Law on Cadres and Civil Servants, it is possible that personnel work will become more “dynamic” and “open” so that Party committees at all levels in particular and the team of cadres and civil servants in leadership and management in general can constantly innovate and improve to meet the requirements in the new development context,” commented Dr. Bui Ngoc Hien.

- The Party Committee of Ba Ria - Vung Tau province has 13 superior Party organizations directly under the Provincial Party Committee and 48,546 Party members. Of which, there are 7 district and city Party Committees; 77 grassroots Party Committees of wards, communes and towns with 31,881 Party members.

- Binh Duong Provincial Party Committee has 13 superior Party organizations directly under the Provincial Party Committee and 57,848 Party members. Of which, there are 9 district and city Party Committees.

- The Ho Chi Minh City Party Committee has 28 upper-level Party organizations directly under the City Party Committee. Of the 22 district Party Committees, there is 1 Thu Duc City Party Committee, 16 district Party Committees, and 5 district Party Committees. Currently, Ho Chi Minh City has 273 grassroots Party Committees of wards, communes, and towns with 164,572 Party members.

After the merger, the new Ho Chi Minh City Party Committee has 6 upper-level Party organizations directly under the City Party Committee and 168 commune-level Party Committees.
