The dispatch stated that in some places, there are still delays in budget allocation and confusion in organizing the implementation of policies and regimes for cadres, civil servants, public employees, workers and armed forces in the process of restructuring the apparatus of the political system according to the provisions of Decree No. 178/2024/ND-CP on policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of restructuring the apparatus of the political system (Decree 178) and Decree No. 67/2025/ND-CP of the Government on amending and supplementing a number of articles of Decree No. 178/2024/ND-CP (Decree 67). This affects the progress and efficiency of work, as well as the rights and interests of cadres, civil servants, public employees, workers and armed forces.
Therefore, the Prime Minister requested leaders of ministries, branches and localities to focus on directing resolutely, seriously and effectively the implementation of policies and regimes in accordance with the provisions of Decree No. 178 and Decree No. 67; review and approve subjects with legitimate aspirations that meet the conditions under Decree 178 and Decree No. 67 to promptly, quickly and fully handle the legitimate rights of beneficiaries, and absolutely not set additional conditions beyond the above regulations.
The Prime Minister requested ministries, branches and localities to proactively balance and arrange sufficient funds from the assigned budget and savings (if any) of agencies, units and budget levels to promptly pay policies and regimes for beneficiaries; take full responsibility before the Government and the Prime Minister for resolving policies and regimes for payment to cadres, civil servants, public employees and workers who quit their jobs due to organizational restructuring, ensuring timeliness and compliance with regulations.
In case of a decision to resign, the settlement and payment must be completed no later than June 30. Any competent agency, unit or individual who fails to settle the matter according to the plan or allows negative incidents to occur will be handled according to Party regulations and state laws. In case of financial difficulties, promptly report to the Ministry of Finance for synthesis and submission to competent authorities for consideration and handling.
The Prime Minister also requested to review and cut unnecessary steps in the approval and allocation process; promote decentralization and delegation of authority to all levels, especially agencies and grassroots units, in determining subjects, making estimates and allocating funds in accordance with regulations and implementing without waiting for approval from superiors for each case.
The Prime Minister directed to promptly rectify slow implementation areas and strictly handle cases of unreasonable delays or intentional non-implementation.
The Ministry of Finance shall supplement the central budget with a target for localities lacking resources, ensuring sufficient resources to pay for policies and regimes; closely coordinate with the Ministry of Home Affairs and relevant agencies to unify solutions to remove obstacles, ensuring progress and quality of implementation.
