The conference gave opinions on 12 draft projects to merge and consolidate Party organizations, agencies and units under the Provincial Party Committees of the two provinces; to arrange and merge the People's Councils of Thai Nguyen province and Bac Kan province, including:
(1) Project to terminate the activities of the Bac Kan Provincial Party Committee and the Thai Nguyen Provincial Party Committee; to establish the Thai Nguyen Provincial Party Committee (new). (2) Project to merge the Bac Kan Provincial Party Committee Office and the Thai Nguyen Provincial Party Committee Office. (3) Project to merge the Thai Nguyen Provincial Party Committee's Propaganda and Mass Mobilization Committee and the Bac Kan Provincial Party Committee's Propaganda and Mass Mobilization Committee. (4) Project to merge the Thai Nguyen Provincial Party Committee's Internal Affairs Committee and the Bac Kan Provincial Party Committee's Internal Affairs Committee. (5) Project to merge the Thai Nguyen Provincial Party Committee's Organization Committee and the Bac Kan Provincial Party Committee's Organization Committee.
(6) Project to merge the Inspection Committee of Thai Nguyen Provincial Party Committee and the Inspection Committee of Bac Kan Provincial Party Committee. (7) Project to merge the Thai Nguyen Provincial Political School and the Bac Kan Provincial Political School. (8) Project to merge the Radio & Television Station, Newspapers, and Literature and Arts Magazines of Thai Nguyen and Bac Kan provinces. (9) Project to establish the Party Committee of Thai Nguyen Provincial People's Committee on the basis of merging the Party Committee of Bac Kan Provincial People's Committee and the Party Committee of Thai Nguyen Provincial People's Committee. (10) Project to establish the Party Committee of Thai Nguyen Provincial Party agencies on the basis of merging the Party Committee of Bac Kan Provincial Party agencies and the Party Committee of Thai Nguyen Provincial Party agencies. (11) Project to arrange and streamline the organizational apparatus of the Fatherland Front agencies, socio-political organizations, and mass organizations assigned by the Party and the State to Bac Kan and Thai Nguyen provinces. (12) Project to arrange and merge the People's Council of Thai Nguyen Province and the People's Council of Bac Kan Province.
Review and comment on 14 draft projects and 01 draft plan to reorganize the apparatus of administrative agencies under the People's Committee of Thai Nguyen province after the reorganization and merger of Bac Kan province and Thai Nguyen province, including: (1) Project to establish the Department of Science and Technology of Thai Nguyen province on the basis of reorganization and merger of the Department of Science and Technology of Bac Kan province and the Department of Science and Technology of Thai Nguyen province. (2) Project to establish the Department of Agriculture and Environment of Thai Nguyen province on the basis of reorganization and merger of the Department of Agriculture and Environment of Bac Kan province and the Department of Agriculture and Environment of Thai Nguyen province. (3) Project to establish the Department of Justice of Thai Nguyen province on the basis of reorganization and merger of the Department of Justice of Bac Kan province and the Department of Justice of Thai Nguyen province. (4) Project to establish the Office of the People's Committee of Thai Nguyen province on the basis of reorganization and merger of the Office of the People's Committee of Bac Kan province and the Office of the People's Committee of Thai Nguyen province.
(5) Project to establish the Department of Culture, Sports and Tourism of Thai Nguyen province on the basis of arranging and merging the Department of Culture, Sports and Tourism of Bac Kan province and the Department of Culture, Sports and Tourism of Thai Nguyen province. (6) Project to establish the Department of Health of Thai Nguyen province on the basis of arranging and merging the Department of Health of Bac Kan province and the Department of Health of Thai Nguyen province. (7) Project to establish the Department of Construction of Thai Nguyen province on the basis of arranging and merging the Department of Construction of Bac Kan province and the Department of Construction of Thai Nguyen province.
(8) Project to establish the Department of Industry and Trade of Thai Nguyen province on the basis of arranging and merging the Department of Industry and Trade of Bac Kan province and the Department of Industry and Trade of Thai Nguyen province. (9) Project to establish the Department of Education and Training of Thai Nguyen province on the basis of arranging and merging the Department of Education and Training of Bac Kan province and the Department of Education and Training of Thai Nguyen province. (10) Project to establish the Department of Finance of Thai Nguyen province on the basis of arranging and merging the Department of Finance of Bac Kan province and the Department of Finance of Thai Nguyen province. (11) Project to establish the Department of Home Affairs of Thai Nguyen province on the basis of arranging and merging the Department of Home Affairs of Bac Kan province and the Department of Home Affairs of Thai Nguyen province. (12) Project to establish the Department of Ethnic Minorities and Religions of Thai Nguyen province on the basis of arranging and merging the Department of Ethnic Minorities and Religions of Bac Kan province and the Department of Ethnic Minorities and Religions of Thai Nguyen province. (13) Project to establish the Inspectorate of Thai Nguyen province on the basis of arranging and merging the Inspectorate of Bac Kan province and the Inspectorate of Thai Nguyen province.
(14) Project to establish the Thai Nguyen Industrial Parks Management Board on the basis of arranging and merging the Bac Kan Provincial Industrial Parks Management Board and the Thai Nguyen Industrial Parks Management Board. (15) Plan to arrange and merge public service units under the Provincial People's Committee; arrange the Investment, Trade and Tourism Promotion Center under the Provincial People's Committee Office after arranging and merging Bac Kan province and Thai Nguyen province.
On this occasion, the Conference also considered and gave opinions on plans for the arrangement, organization and handling of public assets when reorganizing the apparatus and administrative units; carried out the work of organizing the apparatus according to authority and closed./.
