The report at the Conference presented by Comrade Dinh Quang Tuyen, Deputy Secretary of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee and representative of the Provincial Party Committee's Organization Board stated that up to this point, the arrangement of the organization of the government apparatus, the arrangement of commune-level administrative units and agencies of the Vietnam Fatherland Front, socio -political organizations, and mass organizations assigned tasks by the Party and State in the province has been carried out in accordance with the direction plan of the Central Government and the Bac Kan Provincial Party Committee.
According to Resolution No. 1683/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Thai Nguyen province in 2025, after the arrangement, Bac Kan province will have 37 communes and wards.
After the arrangement, each commune and ward will establish 03 specialized agencies including: Office of People's Council and People's Committee; Economic Department at the commune level, Economic - Infrastructure and Urban Department at the ward level and Department of Culture - Society.
For public service units, maintain 265 school units under the current district-level People's Committees and transfer them to the commune-level People's Committees for management, and transfer the current Vocational Education and Continuing Education Centers to the Department of Education and Training for management. In the health sector, reorganize the current 08 health centers into 08 inter-commune and ward health centers under the Department of Health. Transfer the current district-level Culture, Sports and Communication Centers to the commune-level for management...
The work of arranging and assigning cadres and civil servants at the commune level after the arrangement of administrative units and the trial operation of the new commune and ward apparatus are also being carried out in accordance with regulations... Concluding the Conference, Provincial Party Secretary Hoang Duy Chinh highly appreciated the efforts of the Steering Committee members as well as the support team in performing the assigned tasks.
In the coming time, he requested the members of the Steering Committee to continue to promote the spirit of serious work, solidarity, sharing, and mutual support to complete the assigned tasks well. In particular, they must regularly update the new directive documents of the Central Government related to the work of arranging administrative units to implement in accordance with regulations.
Do a good job of ideological work for cadres, party members and people, proactively deal with the distortions of hostile forces about the work of arranging administrative units as well as streamlining the apparatus.
Direct localities to continue reviewing and urgently implementing unfinished tasks and request completion before July 1. Direct the review of asset and finance inventories, and implement appropriate and effective handover and transfer plans to avoid asset loss. Strictly implement regimes related to protecting state secrets, managing and arranging records and documents in accordance with regulations.
Continue to effectively implement local socio-economic development programs, especially National Target Programs, key projects, the elimination of temporary and dilapidated houses, and proactively develop plans to prevent floods and storms. Prepare good infrastructure for the communes after the rearrangement./.
