Based on the project submitted by the Government, the National Assembly Standing Committee decided to merge to establish 40 new commune-level administrative units, including 21 wards and 19 communes. Of these, 20 wards and 19 communes were formed from merging adjacent communes/wards in terms of boundaries and population. Duong No ward is the only unit that remains the same.
According to the plan to restructure the organization of the commune and ward government to be streamlined and effective, the People's Committee at the commune level is no longer an "extended arm" but will become the "brain" of the actual management at the grassroots level. The Chairman of the People's Committee at the commune level is the on-site leader, operating on the field and directly responsible for the effectiveness of local governance. The number of tasks and powers of the Chairman of the Commune People's Committee increases to 17, and that of the Chairman of the Ward People's Committee increases to 23.
Commune and ward governments are organized with 3 specialized departments including: Office of People's Council and People's Committee; Economic Department (for communes) or Economic - Infrastructure and Urban Department (for wards); Cultural - Social Department. Phu Xuan and Thuan Hoa wards with a population of over 60,000 people will organize an additional Planning - Finance Department.
The total temporary staffing level in each commune is about 32 civil servants, in addition to 15-17 staffing levels for the Party bloc and 10 staffing levels for the Front and mass organizations. The additional staffing level will be based on the population size after the merger, ensuring that it does not exceed the existing staffing level.
Regarding personnel work, commune-level leadership positions will be appointed by the Standing Committee of the City Party Committee or approved by the Commune People's Council according to its authority. The mobilization and arrangement of civil servants and public employees will be carried out according to the approved personnel plan, ensuring completion before July 1, 2025.
With the new organizational model, Hue City hopes to build a proactive, professional, people-friendly and people-oriented grassroots administration, meeting the development requirements of a centrally-run first-class city in the near future.
