At the meeting, General Secretary To Lam emphasized that with its particularly important position, Hanoi - the capital of a thousand years of culture, the national political and administrative center - in the new context needs to review and comprehensively assess the socio-economic development situation, strongly promote potential and advantages, thereby proposing new strategic breakthroughs, creating a fundamental shift for Hanoi to truly break through and rise to play a leading role in the overall development of the country.
The General Secretary noted that in the process of reorganizing the two-level government in the capital, the most important thing is to maintain internal solidarity and promote the pioneering and exemplary role of the cadres. Because reality shows that the people of Hanoi always trust and support the major policies of the Party, the State and the capital's government. However, in order to implement them effectively, the General Secretary said that special attention must be paid to cadre work because this is the key issue that determines success or failure in the work.
According to the General Secretary, the implementation must be in accordance with regulations and procedures and put the common interest above all else. For example, recently, many cadres voluntarily retired from work, without demanding benefits, demonstrating a high sense of responsibility for the common cause. These are typical examples of sacrifice and silent dedication, which the entire Party and people respect and acknowledge.
On that basis, the General Secretary emphasized the need to thoroughly grasp President Ho Chi Minh's thoughts on personnel work, requiring the Hanoi Party Committee to pay special attention to arranging suitable staff after the reorganization. The selection of cadres must be based on qualities, abilities, prestige and work efficiency; resolutely fight against localism, group interests, factions and internal divisions.
Choosing the right staff is a decisive factor for success, choosing the wrong one will have serious consequences. In addition, there needs to be a policy that really cares about staff who are being reassigned, especially those who retire, transfer jobs or work in remote areas.
The General Secretary pointed out that, moving towards the 14th National Party Congress, the Hanoi Party Committee needs to focus on leading the organization of Party congresses at all levels, especially grassroots congresses. This is an especially important political task that must be carefully, meticulously, democratically prepared and in accordance with the regulations and instructions of the Central Committee. In the context that time is running out, all targets and tasks for 2025 must be completed excellently and comprehensively.
Along with that, Hanoi must also focus on preserving the elegant and civilized lifestyle, style and culture of the people of Trang An, while at the same time having a strong change in the urban appearance. In particular, the environmental issues and the appearance of the capital need special attention, worthy of being a typical center of the country.
“This is the time for our capital to look beyond its borders, learn not to imitate but to select and integrate the quintessence of global cities into its own identity. The vision for Hanoi’s development is not only to lead the country but to make our thousand-year-old capital truly a pioneering and attractive city in Asia,” the General Secretary pointed out.
The General Secretary also emphasized that the Central Government has been directing strongly in many areas, but for Hanoi, it is necessary to focus highly on two major tasks. One is to reorganize the apparatus according to the 2-level urban government model. The other is to prepare well for the Party congresses at all levels towards the 14th National Party Congress. These are key premises to bring Hanoi to sustainable development, take the lead in innovation, and maintain its position as a "locomotive" in all aspects of the country.
