According to the report, the organizational structure of the Department of Construction before the administrative arrangement with the total number of departments is 40. Of which, the Department of Construction of Ho Chi Minh City has 23 departments, the Department of Construction of Ba Ria - Vung Tau province has 8 departments and the Department of Construction of Binh Duong province has 9 departments. After the arrangement, the total number of departments of the Department of Construction of Ho Chi Minh City is 24 departments (reduced by 16 departments).

For the public service sector, in phase 1, the Department of Construction received the original status of public service units under the Department of Construction of Ba Ria - Vung Tau province and Binh Duong province, changed the legal entity and seal to become units under the Department of Construction of Ho Chi Minh City. The total number of public service units under the Department is 50 (Ho Chi Minh City 37; Binh Duong 7; Ba Ria - Vung Tau 6). Therefore, the total number of public service units received after the merger of phase 1 is 50 units.
In phase 2, after the reorganization of the Department of Construction of 3 provinces and cities, the Department of Construction will develop a project to reorganize, merge and reorganize public service units, ensuring a minimum reduction of 30% of the number of public service units compared to the present. Within 60 days after the reorganization, the Department of Construction of Ho Chi Minh City will submit a project to reorganize public service units under the Department of Construction of Ho Chi Minh City (including 22 regional construction investment project management boards). Regarding personnel, after the merger, the current administrative staff at the Department of Construction of Ho Chi Minh City is 1,416 people; the Department of Construction of Ba Ria - Vung Tau province is 88 people and the Department of Construction of Binh Duong province is 115 people. The current public service staff at the Department of Construction of Ho Chi Minh City is 1,237 people; the Department of Construction of Ba Ria - Vung Tau province is 173 people and the Department of Construction of Binh Duong province is 232 people. The total number of staff after the merger of the Ho Chi Minh City Department of Construction for the current administrative staff is 1,619 people, the current career staff is 2,149 people and the labor contract is 472 people. The total is 4,240 people.
Regarding the roadmap for streamlining the payroll, implement a minimum 20% reduction in the payroll and the number of employees receiving salaries from the state budget in accordance with the roadmap for implementing the policy prescribed in Decree No. 178/2024.
The Department of Construction plans to keep the headquarters after the merger the same as the current headquarters of the Department of Construction of Ho Chi Minh City, the Department of Construction of Ba Ria - Vung Tau province, and the Department of Construction of Binh Duong province.
Specifically, facility 1 at 60 Truong Dinh, Vo Thi Sau ward, District 3, HCMC;
Facility 2 at 168 Pasteur, Ben Nghe Ward, District 1, HCMC;
Facility 3 at 63 Ly Tu Trong Street, Ben Nghe Ward, District 1, HCMC;
Facility 4 (currently Headquarters of the Department of Construction of Ba Ria - Vung Tau province) at 198 Bach Dang, Phuoc Trung ward, Ba Ria city, Ba Ria - Vung Tau province;
Facility 5 (currently the headquarters of the Department of Construction of Binh Duong province) at Floor 12A, Tower A, Binh Duong Provincial Administrative Center Building, Hoa Phu Ward, Thu Dau Mot City, Binh Duong Province.
The working headquarters of the public service units under the Department of Construction after the reorganization will remain the same as at present. After the reorganization, the Department of Construction will arrange and rearrange the working headquarters at the Department and the public service facilities of the public service units under the Department in accordance with the assigned functions and tasks of each unit.
