Urban development towards the sea
With the advantage of a long coastline and a large Tam Giang - Cau Hai lagoon system, during the planning process, the city pays special attention to natural elements such as the sea and lagoons, while the centrally-run urban area is defined according to the model of "urban cluster, multi-center". To concretize this orientation, the city builds the Tam Giang - Cau Hai lagoon area into a national and international eco-tourism area, a driving force for the development of the Central Central Coast marine economic cluster associated with building the Hue - Da Nang City area into a strong national marine economic center.
The Prime Minister also approved the Master Plan for Thua Thien Hue Urban Area (now Hue City) to 2045, with a vision to 2065 in Decision No. 108/QD-TTg, dated January 26, 2024 (Master Plan 108), which identified one of the characteristics of the planning project: "Being the growth pole of the Central dynamic region in terms of marine economy, tourism economy, a major center of the country in terms of science - technology, specialized healthcare, multi-disciplinary, multi-field, high-qualityeducation and training; international tourism center; center for industrial development and national seaports...".
To get rich from the sea, the city is focusing on completing planning, calling for investment, investing in building infrastructure in accordance with the orientation of Master Plan 108. Accelerating the completion of planning, creating a basis for organizing investment calling, socio-economic development in the area. Hue City People's Committee has issued a related plan to assign localities and units to review zoning plans (QHPK), detailed plans (QHCT) in accordance with Master Plan 108, organize the establishment of QHPK to build functional areas to serve investment calling.
According to the Department of Construction, the coverage rate of urban planning for central urban areas such as Thuan Hoa district, Phu Xuan district, Huong Thuy town, Huong Tra town has reached 100% with a total of 45 approved urban planning projects and a total area of about 48,000 hectares. In addition, 100% of the area of urban planning for wards in Phong Dien town has been covered with 6 projects, with a total area of about 19.7 thousand hectares. In addition, the Project to Adjust the Master Plan for the Construction of Chan May - Lang Co Economic Zone has been approved by the Prime Minister in Decision No. 1657/QD-TTg dated December 26, 2024. This is an important basis for the city to build Chan May area into a southern gateway urban area, connecting with Da Nang city and the Central coastal provinces; is a smart, modern city, a marine economic zone associated with Chan May deep-water seaport, the region's logistics center, and industrial parks in the area.
Inter-regional connection
In order to become a city directly under the Central Government, in recent times, the government has prioritized accelerating the implementation of projects to develop economic and technical infrastructure, especially transport infrastructure with connectivity and diffusion. With the attention of the Central Government, ministries, branches and cities have organized and implemented many projects, projects, plans and schemes to gradually complete the internal and external transport systems to create seamless connectivity. The transport infrastructure system has undergone fundamental changes in recent times, meeting the needs of people and businesses.
Mr. Le Anh Tuan, Director of the Department of Construction, affirmed that the highlight in infrastructure development in recent times is to accelerate the completion of key projects such as National Highway 49A, National Highway 49B; expansion of Phu Bai International Airport Passenger Terminal; wharfs of Chan May Port, Chan May Port breakwater. In the coming time, the city will continue to prioritize investment resources in routes connecting the central urban area and satellite cities to create momentum and spillover effects for socio-economic development such as Phu My - Thuan An route, Cho Mai - Tan My route, the western road of Tam Giang lagoon - Cau Hai (Phu My - Phu Da section); coastal road project and Thuan An seaport overpass, Nguyen Hoang road, To Huu road extension to Phu Bai airport, Ring Road 3.
In particular, the North-South expressway section La Son - Tuy Loan (about 66km long); the North-South expressway section Cam Lo - La Son (about 98km long) phase 1 has been completed and put into operation. The project has opened more foreign traffic doors for the city, with many expressway access points, which have been and are important traffic hubs, not only facilitating the circulation of goods, sharing traffic with National Highway 1, contributing to creating momentum for the development of industrial parks, but also opening up opportunities for the development of bustling urban areas and commercial areas in the future. Recently, the city has coordinated with the Ministry of Construction to start the project to expand the La Son - Hoa Lien expressway, expected to be completed this year and the upcoming expansion of the Cam Lo - La Son expressway will contribute to promoting inter-regional socio-economic development.
According to the Department of Construction, a system of key projects has been gradually taking shape in the city, creating a framework for urban development, population dispersion, land fund development, especially creating a premise and strong driving force for the formation of a chain of coastal urban areas in the future, contributing greatly to the development of the marine economy. With the goal of building the sea area, Tam Giang - Cau Hai lagoon, Chan May - Lang Co Economic Zone into one of the strongly developing marine economic centers of the country, the city will focus on implementing synchronous solutions to mobilize and effectively use resources of economic sectors. Focus on attracting investment, promoting large projects, creating added value for budget revenue.
In addition, the city promotes the development of functional areas of the region, focusing on investing in the development of Chan May - Lang Co Economic Zone - an important driving force of the region, a logistics center, international trade associated with Chan May deep-water port, a high-class tourism and resort center in a sustainable and effective direction, the nucleus to promote industrial parks and industrial clusters in the region.
