Finishing line to eliminate temporary and dilapidated houses
Implementing the Prime Minister's direction on completing the goal of eliminating 100% of temporary and dilapidated houses before August 31, 2025, together with localities across the country, Quang Ninh province has urgently and resolutely taken action. With a methodical and synchronous approach, the joint efforts of the entire political system and the people, up to now, the province has completed the construction, repair and handover of houses for use to 104/104 households, reaching 100% of the total number of households in actual need and eligible for support.
In line with Decision No. 539/QD-TTg dated June 19, 2024 of the Prime Minister on the emulation movement "Joining hands to eliminate temporary and dilapidated houses", the People's Committee of Quang Ninh province has issued a series of directive documents, plans and projects for drastic implementation. The province has issued a typical housing design model applicable to people with meritorious services, relatives of martyrs, poor and near-poor households to ensure solidity, suitability to terrain and climate, and shorten construction time. The Department of Construction announced a set of sample designs in December 2024, creating a unified standard for localities when organizing implementation.
According to statistics, the whole province has 104 poor and near-poor households (according to the multidimensional poverty standard applied in Quang Ninh province in the period of 2023-2025) eligible for housing support in 2025, including 87 newly built households (each household is supported with 80 million VND) and 17 repair households (each household is supported with 40 million VND), with a total cost of nearly 22.7 billion VND. Along with resources from the provincial budget, Quang Ninh has mobilized over 2.5 billion VND from socialization and nearly 15 billion VND of counterpart capital from the people, demonstrating consensus and joint efforts for the goal of social security.
Ms. Nguyen Chi Mai, Head of the Department of Economic Cooperation and Rural Development (Department of Agriculture and Environment), said: We have closely coordinated with the Department of Construction, departments and localities to review and ensure support for the right subjects, avoid overlap, and promptly remove difficulties in the implementation process. Up to now, households eligible for support have had new houses or have had repairs completed on schedule.
The joy was evident on the faces of the households who were able to live in a new, sturdy house. After many years of living in a dilapidated level 4 house, the family of Mr. Le Viet Hung and Ms. Hoang Thi Vuong (Dong Tien 1 Street, Tien Yen Commune) now has a warm home of more than 80 square meters, thanks to the support of 80 million VND from the program "Joining hands to eliminate temporary and dilapidated houses". Ms. Vuong emotionally shared: "Before, every time the rainy season came, my family was very worried because the house was dilapidated, dilapidated, and unsafe. Now, thanks to the support of the State, we have more resources to build a new house that is much more solid and stable than before, we are truly happy.
In Dam Ha commune, Mr. Bui Van Nhan could not hide his joy: “Thank you to the Party and the State for supporting us and helping us have a decent house, no longer worrying about storms and leaking rain. Moving to a new house, I feel much more secure in my life.”
With determination, consensus and scientific approach, Quang Ninh has reached the finish line, successfully implementing the emulation movement "Joining hands to eliminate temporary and dilapidated houses" launched by the Government. The new, spacious roofs have ignited the belief and motivation for people to confidently develop the economy, strive to build a prosperous and happy life.
Towards the goal of poverty reduction according to provincial standards
Along with completing the elimination of temporary and dilapidated houses, Quang Ninh is also striving to achieve the goal of having no poor or near-poor households by the end of 2025 according to the multidimensional poverty standards applied in the province.
In the 2021-2025 period, Quang Ninh is considered a pioneer in sustainable poverty reduction when it boldly raised the multidimensional poverty line to about 1.4 times higher than the central line and set stricter criteria for measuring social service shortages. According to Resolution No. 13/2023/NQ-HDND dated March 30, 2023 of the Provincial People's Council, in the 2023-2025 period, the province's poverty line is determined at 2.6 million VND/person/month in urban areas and 2.1 million VND/person/month in rural areas; at the same time, households must lack at least 3 basic social services to be identified as poor. This approach not only improves poverty measures but also creates positive policy incentives, directing more resources to essential areas such as livelihoods, vocational training, health, education, housing, clean water and information, rather than just supporting minimum income.
The highlight of Quang Ninh's approach is that it does not consider poverty reduction as a separate program, but closely links the National Target Program for Sustainable Poverty Reduction, the New Rural Development Program and the Socio-Economic Development Program for Ethnic Minority and Mountainous Areas. This integration allows for the utilization of new rural infrastructure and the exploitation of ethnic policies to overcome the shortage of basic services in remote areas; while the poverty reduction program plays the role of a "backbone" connecting, monitoring and ensuring sustainability in the poverty reduction process.
In line with that approach, Quang Ninh has always maintained a high level of social security spending and has continuously increased over the years: In 2023, it reached about VND 1,437 billion, an increase of 21.8% compared to 2022; in 2024, it reached VND 1,897 billion, an increase of 23% compared to the previous year; and in just the first 6 months of 2025, it reached VND 1,270 billion. These figures affirm the province's persistent priority for social security, considering multidimensional poverty reduction as an important pillar in comprehensive, inclusive and sustainable development.
With the province's effective support policies, many households have risen to escape poverty sustainably, have stable incomes, and aim to get rich. The family of Mr. Tran Van Hoan in Dien Xa commune, from a poor household, has now become the owner of a chicken farm with a scale of raising nearly 10,000 chickens per year thanks to preferential loans from the Policy Bank and local technical support. Mr. Luc Van Cau in Dam Ha commune was able to borrow 100 million VND to invest in raising buffalo and poultry, escaping poverty sustainably. Notably, Mr. Ninh A Dau, a Dao ethnic in Hai Son commune, from a few hundred yellow camellia trees planted experimentally in 2022, now owns more than 3,000 trees on an area of over 1 hectare. His family's Thanh Loi yellow camellia product has been certified as 4-star OCOP with an annual income of more than 1.4 billion VND, creating jobs for many local workers. Mr. Dau said: Policy capital is very meaningful to my family. The timely attention of the State helps my family have more motivation to develop the economic model, improve income, thereby escaping poverty and becoming rich.
To achieve the goal of no more poor and near-poor households according to provincial standards by the end of 2025, Quang Ninh is continuing to synchronously implement many solutions. In particular, finance is still considered an important "lever", the province arranges a flexible social security budget, linked to the reality of each quarter and continues to entrust capital through the Social Policy Bank for poor, near-poor and newly escaped poverty households with feasible production plans. Increased revenue from GRDP is prioritized to supplement universal health insurance programs, improve clean water infrastructure and safe housing in ethnic minority and mountainous areas.
Another key solution is vocational training linked to value chains and business needs. Each year, the province maintains training for about 40,000 workers, of which 50-60% are short-term courses under 3 months, focusing on tourism, services, logistics, and commodity agriculture. The province also promotes links with businesses to commit to recruitment after training, while supporting poor and near-poor households to participate in OCOP value chains such as Binh Lieu vermicelli, Ba Che medicinal herbs, Van Don seafood or community tourism models, along with guidance on e-commerce skills and product traceability.
From the program to eliminate temporary and dilapidated houses to the determination to reduce poverty according to provincial standards in 2025, Quang Ninh is building a comprehensive social security picture. Policies are implemented synchronously, from housing, credit capital, vocational training, to service infrastructure in ethnic minority and mountainous areas, all aiming at the common goal of people having a stable life, no longer at risk of falling back into poverty, having faith and motivation to rise up.
