“Unique culture” is one of the six typical values of Quang Ninh province (beautiful nature, unique culture, civilized society, transparent administration, developed economy , happy people).
The 16th Provincial Party Congress, term 2020-2025, identified "Developing a culture rich in Quang Ninh identity, associated with building and developing cultural industry, heritage economy, night-time economy, and urban economy" as one of the three breakthroughs in the province's socio-economic development.

Quang Ninh culture is the convergence and intersection of typical cultural values: maritime culture, Truc Lam Buddhist culture, mining workers' culture, unique culture of ethnic minorities...
Quang Ninh's identity and character strongly depict local characteristics, expressed in its unique culture, generous people, beautiful nature, and imprinted on over 600 ranked relics and scenic spots.
The unique characteristics and values of Quang Ninh are revealed in both the superficial structure and the profound nature of a land of spiritual land and talented people, magnificent mountains and waters, shining through the magical natural wonder of Ha Long Bay, recognized by UNESCO three times as a World Heritage Site; through the sacred Yen Tu - the birthplace of the Truc Lam Zen sect associated with the politician and culturalist Tran Nhan Tong, recently recognized by UNESCO as a World Cultural Heritage; through the Bach Dang victory, creating an immortal epic in the history of the nation's resistance to foreign invasion; through the Van Don commercial port, affirming that Vietnam has long been a maritime nation, relying on a marine economy; through the heroic mining region, the cradle of the working class and the homeland of the "proletarianization" movement, creating the spirit of "discipline and unity"; through the victory of the first battle on August 5, 1964, becoming one of the symbols of the "Determination to fight - Determination to win" spirit of the Vietnamese people...
Quang Ninh is considered the cradle of ancient culture, a place that preserves the vestiges of three successive prehistoric cultures over thousands of years: Soi Nhu culture, Cai Beo culture, Ha Long culture. The historical and traditional cultural values have been preserved and recreated by the people of Quang Ninh through traditional festivals such as Cua Ong temple festival, Tien Cong festival, Tra Co communal house festival, Quan Lan communal house festival, Bach Dang festival which have been recognized as national intangible cultural heritage, along with a system of relics associated with the historical flow of building and defending the country of the nation.
Quang Ninh has 2/9 world heritages of Vietnam, 641 relics, including 8 special national relics, 56 national relics, 101 provincial relics; 362 intangible cultural heritages, 19 national heritages and 2 world heritages. The province has a team of dedicated cultural staff with extensive working experience and active participation of the community and people, helping the work of preserving and promoting heritage values to be increasingly focused.
Quang Ninh also has 13 national treasures, 2 people's artisans, 36 excellent artisans and 59 folk artisans. These factors open up great opportunities for Quang Ninh to become a key center for cultural and tourism development.
Culture firmly enters the era of development
Nowadays, the cultural values and human strength of the Mining land are associated with the construction and development of cultural and tourism industries in Quang Ninh. The province has carried out many meaningful and practical activities to maximize the potential of historical and traditional cultural values.
That is, the province creates an open business environment, attracts investment in the fields of culture and tourism, and creates new cultural products such as music and entertainment programs on cruise ships, Ngoc Rong cave, music concerts, entertainment festivals... creating a foundation and premise for developing the cultural industry and night-time economy.
The province focuses on building a team of talented artists, artisans, coaches, and athletes who have created new cultural, sports, and entertainment music products to support tourism development. Many national and international foreign affairs, cultural, sports, and tourism events have been carefully and successfully organized, leaving a good impression such as: SEA Games 31 (2021), National Sports Congress (2022), International Circus Festival, Asian Police Taekwondo Championship (2024).
In 2025, Quang Ninh has organized and will organize many cultural, sports and tourism activities of national and international scale; expected to welcome 20 million visitors, including 4.5 million international visitors, with revenue of 55,000 billion VND, 2.3 times higher than in 2020. The contribution of tourism to Quang Ninh's GRDP will increase from 5.6% in 2020 to over 10% by 2025.
Quang Ninh proactively strengthens cultural tourism communication to attract tourists, especially international visitors. The province focuses on promoting traditional festivals, local craft villages, unique tourism products; and promoting heritage values.
Mr. Nguyen Viet Dung, Director of the Department of Culture, Sports and Tourism of the province shared: In the coming time, in order for Quang Ninh to become a key center for cultural and tourism development, the province will synchronously deploy breakthrough solutions: creatively and effectively deploy Conclusion No. 156-KL/TW dated May 21, 2025 of the Politburo on continuing to implement Resolution No. 33-NQ/TW on building and developing Vietnamese culture and people to meet the requirements of sustainable national development; resolutions and national target programs on culture; Strategy for developing Vietnamese cultural industries, associated with the implementation of Resolution No. 17-NQ/TU of the Quang Ninh Provincial Party Committee on building and promoting cultural values, the strength of Quang Ninh people to become an endogenous resource, a driving force for rapid and sustainable development, in order to unlock resources and make breakthroughs in socio-economic development.
In particular, the province focuses on preserving and effectively exploiting heritages, focusing on the two World Heritages of Yen Tu and Ha Long Bay, and 16 national and special national relics; paying attention to planning work; promoting the role of cultural staff, strictly managing the conservation and preservation of cultural heritage values; building appropriate mechanisms and policies so that people have awareness, responsibility and obligation to join hands in preserving cultural relics.
Quang Ninh is gradually building Cua Luc Bay into a "shining emerald", developing Ha Long Bay into a "Creative Bay", contributing to preserving and enhancing the value of the World Heritage-Natural Wonder of Ha Long Bay and the World Cultural Heritage of the Yen Tu-Vinh Nghiem-Con Son, Kiep Bac complex; developing tourism in Bai Tu Long Bay area, Tra Co national tourist area; building Van Don-Co To into a leading national tourist area.
In addition, the province continues to organize and host national and international events to make Quang Ninh an attractive destination for tourists; including building the Carnaval brand to become a festival for the people and tourists; hosting the Film Festival, International Circus Festival to become annual cultural and tourism products... to gradually build Quang Ninh into a regional cultural and artistic center, a leading attractive destination for heritage and cultural tourism in Asia and the world.
Quang Ninh will focus on developing high-quality tourism and cultural human resources; reviewing and standardizing and rejuvenating the cultural sector staff from the commune to provincial levels, ensuring they meet the requirements in the new situation; staff must have a deep understanding of culture, be knowledgeable about local history, be good at foreign languages and effectively apply digital transformation.
In particular, the province will effectively implement Resolution 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation in the cultural field, focusing on promoting digital transformation, applying Artificial Intelligence (AI) in building, developing and managing culture; urgently completing the cultural digital database, especially digitizing historical and cultural relics, scenic spots, and ranked intangible cultural heritages, digitizing the Provincial Museum, Provincial Library, and virtual museum; applying AI and VR in experiencing tangible and intangible cultural heritages.
Mr. Nguyen Viet Dung, Director of the provincial Department of Culture, Sports and Tourism, emphasized that Quang Ninh is deeply aware of the need to build a culture rich in identity, develop heritage economy, cultural industry, and turn Quang Ninh into a model, rich, civilized, and modern province, which is an important political task with strategic significance for sustainable development.
The province closely combines rapid and sustainable economic development with cultural and human development, building a unique Quang Ninh culture to become an endogenous strength, resource and driving force for development; constantly fostering and spreading the nation's precious historical and traditional values to enter a new era - the era of national development./.
